JK Govt terminates services of 2 medicos charged by CBI with falsifying opinion on 2009 Shopian deaths

Srinagar: The administration of Jammu & Kashmir Union Territory has terminated services of two medicos- Dr. Nighat Shaheen Chiloo and Dr. Bilal Ahmad Dalal- who were charged by the Central Bureau of Investigation (CBI) of falsifying opinion about the death of two ladies in Shopian district of south Kashmir in 2009.
In two separate orders issued by the General Administration Department, the J&K government terminated services of Dr. Bilal Ahmad Dalal and Dr. Nighat Shaheen Chiloo, saying that Lieutenant Governor of J&K is satisfied under sub-clause(c) of the proviso to clause (2) of Article 311 of the Constitution of India, it is not expedient to hold enquiries in their cases.
Dr. Nighat Shaheen Chiloo was working as consultant gynecologist in sub-district hospital Chadoora Budgam, while Dr. Bilal Ahmad Dalal was posted as medical officer, NTPHC Takiya Imam, Shopian.
The doctors were sacked from service nearly 13 years after the CBI filed a charge-sheet against them for falsifying opinion about death of Asiya and Nelofar in Shopian district in southern Kashmir in 2009.
Their death triggered massive protests in Kashmir, with locals alleged that they were raped and murdered by security forces. The CBI investigation concluded that they died to drowning. The CBI probe report said the women were neither raped nor murdered.
The CBI filed a chargesheet in Shopian court against six doctors, five lawyers and two civilians, including the brother of one of the women who died, for fabricating evidence.
The CBI report accused the 13 of hatching a criminal conspiracy to direct public anger against security forces.
The agency claimed that doctors fabricated and fudged the slides with an objective of defaming the police and security forces. Of the six doctors, only Dr. Nighat Chiloo and Dr. Bilal Ahmed were currently in service
