DCs, SSPs directed to intensify action against terror modules, monitor radicalization, strengthen district-level vigilance

Srinagar| Oct, 31: Jammu This week Lieutenant Governor Manoj Sinha directed the security and civil administration to intensify sustained action against terrorist modules, strengthen counter-infiltration mechanisms and dismantle networks supporting terrorism, asserting that communal harmony and the law-and-order situation must be preserved under all circumstances. Chairing a high-level meeting with Deputy Commissioners, Senior Superintendents of Police and senior officials of Kashmir Division, the Lieutenant Governor reviewed the prevailing security scenario, operational preparedness, inter-agency coordination and future strategies for maintaining peace and stability across the Valley. The meeting brought together the top civil and police leadership to assess security challenges and establish a coordinated approach towards counter-terrorism, prevention of radicalisation, action against narco-terrorism and strengthening of district-level administration. LG Sinha directed officials to maintain sustained and aggressive action against terror modules and emphasised the need to tighten counter-infiltration grids to prevent attempts by terrorist groups to establish networks in the region. Stressing the importance of operational coordination, he called for seamless synergy between the District Administration, Jammu and Kashmir Police, Army and Central Armed Police Forces (CAPFs) in executing counter-terror operations. The Lieutenant Governor underlined that security preparedness must remain continuous, with intelligence sharing, timely intervention and coordinated action forming the basis of the overall strategy. The directions assume significance as the administration seeks to prevent the revival of terrorist networks and strengthen the security architecture through coordinated action at the district and divisional levels.
Focus On Dismantling Terror-Support Ecosystem: A major focus of the meeting was the identification and dismantling of the wider support ecosystem allegedly facilitating terrorist activities. The Lieutenant Governor directed Deputy Commissioners and SSPs to closely monitor anti-national elements within the administration and prioritise efforts to combat radicalisation. The directions place responsibility on district-level authorities to strengthen institutional vigilance and ensure that government machinery remains insulated from activities that could compromise security. Lt Governor Sinha stressed that efforts against terrorism must extend beyond operational action against armed groups and also address the networks and structures that provide support to them. The emphasis on preventing radicalisation reflects the administration’s approach towards addressing security concerns through intelligence gathering, preventive measures and coordination among different agencies. The Lieutenant Governor’s directions also underline the importance of maintaining institutional accountability and ensuring that any action against individuals suspected of involvement in unlawful activities is undertaken in accordance with established legal procedures.
Monthly Review Of Narco-Terror Properties: The fight against narco-terrorism also figured prominently in the meeting, with Sinha directing officials to undertake monthly reviews regarding the attachment of properties belonging to narco-terrorists and the terror-supporting ecosystem. He called for sustained action against drug smugglers and peddlers, emphasising that the campaign must continue unabated to realise the vision of a drug-free Jammu and Kashmir. The focus on narco-terrorism reflects growing concern over the possible links between drug trafficking, organised criminal networks and the financing of terrorist activities. By directing monthly reviews of property attachment, the Lieutenant Governor sought to establish a regular monitoring mechanism to assess enforcement measures and ensure coordinated follow-up by district administrations and police authorities. The Government’s anti-drug strategy also assumes importance in view of the social consequences of substance abuse, particularly among young people. While enforcement against smugglers and peddlers remains a priority, sustained public awareness, rehabilitation and preventive interventions are equally important for addressing the wider drug-related challenge.
Communal Harmony And Law And Order Non-Negotiable: Emphasising the importance of social stability, the Lieutenant Governor made it clear that communal harmony and the law-and-order situation must not be allowed to deteriorate under any circumstances. “Under no circumstances should communal harmony and the law & order situation be allowed to deteriorate. We must institutionalize best practices and implement District Convergence Plans to ensure sustainable peace and development,” Sinha said. The direction places particular responsibility on Deputy Commissioners and SSPs to maintain close coordination, identify sensitive situations in advance and ensure timely intervention to prevent disturbances. The Lieutenant Governor stressed that sustainable peace requires coordinated efforts by all government departments and effective implementation of administrative measures at the grassroots level. The emphasis on District Convergence Plans also reflects the need to bring different departments onto a common platform to ensure that security, development and public welfare initiatives complement each other. In a region marked by geographical, cultural and social diversity, maintaining communal harmony remains an important component of public administration. The Government’s approach, as outlined during the meeting, seeks to combine security vigilance with community engagement, responsive governance and timely resolution of local concerns.
District Social Media Cells To Counter Misinformation: Recognising the growing influence of digital platforms, Sinha directed officials to establish district-level social media cells to swiftly counter misinformation. The proposed mechanism is aimed at strengthening the administration’s ability to monitor emerging information, verify reports and issue timely clarifications to prevent rumours from creating confusion or disturbing public order. The direction reflects the increasing importance of digital communication in contemporary security and administrative management.Unverified messages, misleading videos and fabricated information can spread rapidly through social media platforms, particularly during sensitive situations. District-level social media cells could help authorities respond through verified information and coordinated communication.Their effectiveness, however, will depend on timely responses, transparency and credible dissemination of information.
Public Grievances And Citizen-Administration Coordination: The Lieutenant Governor also stressed the need for swift resolution of public grievances, observing that strengthening the relationship between citizens, police and administration was of paramount importance. He emphasised that public confidence in institutions remains essential for maintaining peace and ensuring effective governance.Deputy Commissioners and SSPs were asked to ensure that public concerns receive timely attention and that administrative mechanisms remain accessible to citizens. Regular public interaction, effective grievance redressal and coordination between civil and police authorities can help address local issues before they escalate. The emphasis on citizen-centric administration indicates that the security strategy is also expected to be supported by public engagement and responsive institutional mechanisms.
Winter Preparedness Receives Priority: With winter approaching, the Lieutenant Governor directed the administration to ensure adequate stocks and availability of essential commodities across Kashmir Division. He also stressed the need for robust snow-clearance mechanisms to ensure that adverse weather conditions do not disrupt normal life or essential services. The directions assume importance given the Valley’s winter conditions, particularly in remote and snowbound areas where heavy snowfall can affect road connectivity and transportation. District administrations have been asked to ensure adequate arrangements for essential supplies and effective coordination among departments responsible for maintaining public services. Timely snow clearance is particularly important for maintaining access to hospitals, markets, educational institutions and other essential facilities. Advance planning, availability of machinery and coordination among road maintenance agencies and district authorities will remain critical for effective winter management.
Infra Projects Reviewed: The meeting also reviewed the progress of key infrastructure projects across Kashmir Division. Although specific projects and their progress details were not disclosed in the official communication, the inclusion of infrastructure development in the high-level review highlights the administration’s parallel focus on governance and economic development. Timely completion of public infrastructure works requires effective coordination between district administrations, executing agencies and concerned departments. The Lieutenant Governor’s emphasis on institutionalising best practices and implementing District Convergence Plans is also relevant in ensuring better monitoring and coordination of development initiatives. The objective is to ensure that infrastructure development proceeds alongside security preparedness and improved public service delivery.
Top Civil, Police Leadership Attends Meeting: The meeting was attended by Chief Secretary Atal Dulloo, Chief Secretary Designate Dr Sajjan Singh Yadav, DGP Nalin Prabhat, Additional Chief Secretary Home Department Chandraker Bharti, Special DG Coordination PHQ S.J.M. Gillani, ADG CID M.K. Sinha, Commissioner Secretary GAD M. Raju, Principal Secretary to Lieutenant Governor Govind Jaiswal, IGP Kashmir Sujit Singh, Divisional Commissioner Kashmir Anshul Garg, Range DIGs, Deputy Commissioners, SSPs and other senior officials. The high-level review brought the security and administrative leadership of Kashmir Division together to assess preparedness across multiple fronts, ranging from counter-terrorism and anti-narcotics enforcement to public order, winter arrangements and infrastructure development. The directions issued by the Lieutenant Governor place particular emphasis on continuous monitoring, inter-agency coordination and accountability at the district level. As Kashmir moves towards the winter season, the administration faces the dual responsibility of maintaining a secure environment and ensuring uninterrupted delivery of essential services.
