• Says decisions must improve lives of the vulnerable,
• Calls integrity the bedrock of public administration
• Urges young officers to move beyond files and procedures,
• Understand ground realities and deliver results
Srinagar|Oct, 29: Lieutenant Governor Manoj Sinha on Thursday urged civil service aspirants to place public welfare above personal recognition, saying the real measure of administration lies in improving the lives of ordinary citizens, particularly the most vulnerable.
Addressing successful candidates of the UPSC Civil Services Examination 2025 and the Jammu and Kashmir Administrative Service (JKAS) Examination 2024 at a felicitation ceremony, Sinha said public office was a responsibility entrusted by the people and must be discharged with integrity, humility and compassion.
“The true measure of administration lies in improving the lives of the most vulnerable sections of society,” he said, urging the future officers to remain sensitive to citizens’ concerns while exercising their authority.
The Lieutenant Governor asked the candidates to look beyond files and procedures and understand the ground realities affecting people. He stressed that administrative decisions must be guided by evidence, transparency and a clear focus on public outcomes.
Sinha outlined a three-pronged approach for effective governance, calling on officers to engage directly with citizens to understand their problems, use technology to reduce delays and improve service delivery, and protect institutional integrity while discharging their responsibilities.
Invoking Sardar Vallabhbhai Patel’s vision of the civil services as the nation’s “steel frame”, he said officers must uphold the dignity of public service and ensure that administrative systems remain accountable to the people.
He also emphasised the role of technology-enabled governance in making public services more efficient, accessible and transparent, while cautioning against allowing procedures to overshadow the purpose of administration.
Congratulating the successful candidates, Sinha acknowledged the contribution of their families to their achievement and encouraged the aspirants to approach their future responsibilities with dedication and a strong sense of duty.
The ceremony was attended by Director General, J&K Institute of Management, Public Administration and Rural Development, Rehana Batul; SSP Srinagar G.V. Sundeep Chakravarthy; Deputy Commissioner Srinagar AkshayLabroo; and other officials.
