J&K to host major events in Srinagar, Jammu showcasing governance reforms, industrial development
Srinagar| Sept, 28:Chief Secretary, Atal Dulloo, Monday chaired a meeting of all the concerned Administrative Heads to review Jammu and Kashmir’s preparedness for the upcoming nationwide ‘Reform Utsav’, a three-month mega-campaign scheduled from October to December 2026 to showcase transformative governance reforms, citizen-centric initiatives and developmental achievements of the past 12 years.
The meeting was attended by the concerned Administrative Secretaries, including Commissioner Secretary, Planning, Development and Monitoring Department; Commissioner Secretary, Industries and Commerce; Divisional Commissioner, Kashmir; and representatives of other concerned departments.
Addressing the meeting Chief Secretary directed the Rural Development and Panchayati Raj Department to partner with the Planning Department in conducting special Gram Sabhas across all UT Panchayats ahead of the official launch. These local assemblies will allow citizens to explore major governance reforms, evaluate their local impact, and identify community-specific priorities. District administrations have been instructed to immediately appoint nodal officers to oversee Panchayat-level activities and coordinate interdepartmental efforts.
To ensure timely preparedness, all line departments must finalize their list of citizen-centric reforms, prepare locally relevant Information, Education and Communication (IEC) materials, and deploy field functionaries before October 2, 2026. The Chief Secretary noted that the campaign provides a vital opportunity to assess public welfare initiatives, instructing departments to support showcased achievements with tangible outcomes that reflect clear improvements in service delivery.
The campaign’s initial activities will kick off in Srinagar on October 8, 2026, showcasing digital access tools from the Department of Justice—including Tele-Law and the Nyaya Setu AI Chatbot—alongside new initiatives from the Department of Posts.
Outlining major upcoming events, Commissioner Secretary, I&C, Vikramjit Singh informed that two major regional workshops are planned. The first, a high-level workshop focusing on the holistic development of Jammu and Kashmir, is scheduled for November 2026 at the University of Kashmir, Srinagar, coordinated by Planning Secretary Alice Vaz. The second, scheduled for December 2026 in Jammu, will be organized by the Industries & Commerce Department for industrial beneficiaries to highlight the achievements and economic impact of the New Central Sector Scheme (NCSS), 2021.
Concluding the meeting, the Chief Secretary reiterated that Reform Utsav must serve as a platform to demonstrate the practical benefits of governance reforms while strengthening public awareness, citizen participation, and service accountability across the UT.
