CM introduces six Bills including EoDB, GST, decriminalisation measures

Srinagar, | Sept: 28: Chief Minister Omar Abdullah on Monday introduced six Bills in the Jammu and Kashmir Legislative Assembly during the ongoing Autumn Session, covering ease of doing business, GST, salaries and allowances of ministers and legislators, pension of former legislators, and decriminalisation and rationalisation of certain offences.
Omar Abdullah, who holds the portfolios of Law, Justice and Parliamentary Affairs, introduced the Jammu and Kashmir Ease of Doing Business Bill, 2026, designated as L.A. Bill No. 11 of 2026.
The Bill seeks to consolidate and amend the law to replace permission-based control with rule-based governance and enable citizens and enterprises to plan, invest and work with confidence. It also seeks to promote Ease of Doing Business and Ease of Living in Jammu and Kashmir, generate employment, attract investment and sustain long-term economic growth.
The Bill has already been published in an Extraordinary issue of the Official Gazette.
The Chief Minister also introduced the Jammu and Kashmir Goods and Services Tax Amendment Bill, 2026, designated as L.A. Bill No. 12 of 2026. The legislation seeks to amend the Jammu and Kashmir Goods and Services Tax Act, 2017, and has also been published in an Extraordinary issue of the Official Gazette.
Omar Abdullah further introduced a Bill to amend the Jammu and Kashmir Ministers’ and Ministers of State Salaries Act, 1956. The Bill has been designated as L.A. Bill No. 13 of 2026 and has already been published in the Extraordinary Gazette.
Another legislation introduced in the House seeks to amend the Salaries and Allowances of Members of the Jammu and Kashmir State Legislature Act, 1960. Designated as L.A. Bill No. 14 of 2026, the Bill also deals with matters connected or incidental thereto and has been published in the Extraordinary issue of the Official Gazette.
The Chief Minister also introduced the Jammu and Kashmir State Legislature Members’ Pension Amendment Bill, 2026. The Bill, designated as L.A. Bill No. 15 of 2026, seeks to amend the Jammu and Kashmir State Legislature Members’ Pension Act, 1984, along with matters connected or incidental thereto.
The sixth legislation introduced by the Chief Minister was the Bill to amend certain enactments for decriminalising and rationalising offences to promote Ease of Living and Ease of Doing Business (EoDB).
The Bill, designated as L.A. Bill No. 16 of 2026, also proposes to repeal certain enactments and provides for matters connected therewith or incidental thereto.
According to the stated objectives of the legislation, the proposed amendments are aimed at reducing the criminalisation of certain regulatory and procedural violations while rationalising offences in the interest of Ease of Living and Ease of Doing Business.
The Bill has already been published in an Extraordinary issue of the Official Gazette.
All six Bills were introduced during the ongoing Autumn Session of the Jammu and Kashmir Legislative Assembly.
