Srinagar|Sept, 25: More than 5,300 water supply schemes and 4,100 roads were damaged across Jammu and Kashmir during 2025-26 and 2026-27, with thousands of residential structures, hectares of crops and livestock also affected by cloudbursts and flash floods, the government has informed the Legislative Assembly.
The government said 5,084 water supply schemes and 3,670 roads were damaged in Jammu division during the two years, while Kashmir division reported damage to 289 water supply schemes and 513 roads.
The figures were provided in a written reply to Starred D. No. 1/6/357 tabled by BJP MLA Shakti Raj Parihar (Doda West) regarding flood damages. According to the government, 5,373 water supply schemes and 4,183 roads were damaged across the two divisions during 2025-26 and 2026-27.
The government also said that no special financial package or relief has been sanctioned for rehabilitation of people affected by cloudbursts and flash floods during the two years. Assistance is being provided to eligible affected persons under the norms of the State Disaster Response Fund (SDRF).
“No special package/relief stands sanctioned for rehabilitation purposes,” the government said in its reply.
It said damaged public infrastructure is being restored by the concerned departments. Roads and water supply schemes damaged during 2025-26 have been temporarily restored, while permanent restoration works are under process. Infrastructure affected during 2026-27 has been partially restored, with permanent restoration works underway across the affected districts.
In Jammu division, 23,470 residential structures were reported damaged during the two years combined. Crops over 99,300.29 hectares were affected and 5,207 livestock deaths were recorded.
During 2025-26, Jammu division reported damage to 2,503 water supply schemes and 1,167 roads, along with 22,320 residential structures. Crops over 82,603.49 hectares were affected and 4,684 livestock deaths were recorded.
During 2026-27, 1,167 water supply schemes and 2,504 roads were damaged in the division. Another 1,150 residential structures were affected, while crops over 16,696.8 hectares were damaged and 523 livestock deaths were reported.
Jammu district reported the highest number of damaged water supply schemes during 2025-26, with 1,512 schemes affected, besides 745 roads. The district also reported damage to 2,718 residential structures, crop damage over 30,728 hectares and 63 livestock deaths.
During 2026-27, Jammu reported damage to 180 water supply schemes and 268 roads.
Udhampur recorded damage to 162 water supply schemes and 448 roads during 2025-26. As many as 6,997 residential structures were damaged, while crops over 20,225.2 hectares were affected and 1,429 livestock deaths were recorded.
During 2026-27, the district reported 146 damaged water supply schemes and 412 roads, besides 28 damaged residential structures, crop damage over 221.3 hectares and 39 livestock deaths.
Ramban reported 55 damaged water supply schemes and 87 roads during 2025-26, along with 1,317 damaged residential structures, crop damage over 18,690 hectares and 1,290 livestock deaths.
During 2026-27, 53 water supply schemes and 91 roads were damaged in Ramban, while 31 residential structures were affected. Crops over 15,090 hectares were damaged and 72 livestock deaths were recorded.
In Kashmir division, 289 water supply schemes and 513 roads were damaged during the two years combined. A total of 946 residential structures were affected, while crops over 7,021.965 hectares were damaged and 37 livestock deaths were reported.
Anantnag reported damage to 28 water supply schemes, 168 roads and 112 residential structures during 2025-26, with crop damage over 376.725 hectares. During 2026-27, nine water supply schemes and 79 roads were damaged, along with crop damage over 1.75 hectares.
Budgam reported 66 damaged water supply schemes, 24 roads and 271 residential structures during 2025-26, besides crop damage over 1,764 hectares. During 2026-27, 78 water supply schemes and 27 roads were affected, while crops over 8.62 hectares were damaged.
Kulgam recorded damage to 31 water supply schemes, 63 roads and 184 residential structures during 2025-26, along with crop damage over 3,472 hectares. No damage under these categories was reported during 2026-27.
Pulwama reported damage to 25 water supply schemes, 60 roads and 289 residential structures during 2025-26, while crops over 422.74 hectares were affected. During 2026-27, eight water supply schemes were reported damaged.
The government also disclosed that assistance was separately released from the Chief Minister’s Relief Fund in cases of structural damage.
In Kishtwar, Rs 1 lakh each was provided to 16 families whose houses were damaged in the Chishoti cloudburst during 2025-26, while Rs 25,000 each was provided to three families whose houses suffered partial damage.
During 2026-27, Rs 108 lakh was released from the CM Relief Fund for 87 beneficiaries affected by structural damage in Poonch, while Rs 281 lakh was released for 377 beneficiaries in Rajouri.
Thus, Rs 389 lakh was released for 464 beneficiaries in Poonch and Rajouri.
The government said permanent restoration of damaged roads and water supply schemes remains under process in all affected districts.
