Dulloo directs seamless integration with national digital platforms for benefit of stakeholders
Srinagar, | Sept: 24:Chief Secretary, Atal Dulloo, Thursday chaired a review meeting to assess the status of the implementation of the four new Labour Codes in Jammu and Kashmir, directing the concerned departments to expedite the remaining formalities and ensure a smooth transition to the new regulatory framework.
The meeting was attended by the Additional Chief Secretary, Finance; Commissioner Secretary, Law; Secretary, Labour and Employment; Labour Commissioner, J&K; and other concerned officers.
Addressing the meeting Chief Secretary commended the Labour and Employment Department for its progress in implementing the new Labour Codes in Jammu and Kashmir, urging all relevant departments to adhere to established timelines. He highlighted the importance of completing remaining statutory and administrative tasks to ensure effective implementation, which aims to enhance workers’ welfare, social security, and promote transparency and industrial harmony. During the meeting, Secretary Kumar Rajeev Ranjan presented an overview of the advancements made in implementing four key Labour Codes: the Industrial Relations Code, 2020; Occupational Safety, Health and Working Conditions Code, 2020; Code on Social Security, 2020; and Code on Wages, 2019. This new framework consolidates 29 existing labour laws into four Codes, designed to bolster worker welfare, improve industrial relations, and facilitate business operations. The Chief Secretary was informed that Jammu and Kashmir has already notified rules under the Industrial Relations Code and the Occupational Safety, Health and Working Conditions Code, with the rules for the remaining two Codes nearing finalization. Draft rules for the Code on Social Security and the Code on Wages have been pre-published, receiving several objections that are currently being addressed, with a target for final publication within ten days. Additionally, administrative notifications for all four Codes have been prepared and submitted to the Law Department for statutory vetting, with plans for issuance following approval. The Chief Secretary also reviewed the Department’s readiness to transition to a unified digital compliance and grievance redressal system through the Central Government’s Shram Suvidha and Samadhan portals. Jammu and Kashmir has consented to join the Shram Suvidha portal and provided necessary banking details for digital transactions. The Shram Suvidha portal will serve as a comprehensive platform for registration and compliance, while the Samadhan portal will facilitate online resolution of industrial disputes and grievances. The Ministry is currently customizing these platforms to ensure effective integration with Jammu and Kashmir’s compliance systems.
