Saxena Inaugurates Jullay 2.0, e-Challans, ERSS Expansion
Leh | September, 12: Lieutenant Governor Vinai Kumar Saxena on Saturday commended the Ladakh Police for introducing people-friendly initiatives tailored to the Union Territory’s unique geography, climate, connectivity challenges, high-altitude terrain, and growing tourist footfall.
The Lt Governor inaugurated four new initiatives—Jullay 2.0 (Ladakh Police Tourist Assistance App), 20 e-Challan devices for the Traffic Wing, the expansion of the Emergency Response Support System (ERSS) 112 network via five new Rescue Beats, and Tourist Facilitation Centres-cum-Check Posts at North Pulu in Nubra and Serchu in Changthang. Speaking on the occasion LG Saxena said that these steps will strengthen public safety, emergency response, tourist assistance, and technology-enabled policing across the UT. He emphasized that these measures demonstrate how Ladakh Police is leveraging technology to meet specific local needs, urging continued modernization and regular evaluation to ensure quicker response times and greater transparency.
Officials said the Jullay 2.0 app brings safety services, live notifications, weather updates, and incident reporting onto a single digital platform, currently available on the Play Store and coming soon to the App Store. Meanwhile, the integration of 20 e-Challan devices with VAHAN and Sarathi will digitize traffic enforcement, creating an end-to-end digital trail to help manage traffic hotspots and improve road safety. Officials added that the expansion of the ERSS 112 network—adding Rescue Beats at Nimoo, Nyoma, Sankoo, Panamik, and Tangtse—increases total rescue points from 11 to 16, backed by 20 GPS-equipped Emergency Response Vehicles. During July 2026 alone, the ERSS network handled 3,375 calls with an average response time of approximately 20 minutes, while the new check posts at North Pulu and Serchu will bolster police presence in key remote sectors.
