Srinagar :Chief Secretary, Jammu and Kashmir, Atal Dulloo chaired a meeting to comprehensively review the quality and disposal of grievances lodged by Kashmiri migrant property holders across all ten districts of the Kashmir Division under The Jammu and Kashmir Migrant Immovable Property (Preservation, Protection and Restraint on Distress Sales) Act, 1997.
The meeting was attended by Principal Secretary, Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R), Chandraker Bharti; Secretary, Revenue; Divisional Commissioner, Kashmir; Deputy Commissioners; Relief Commissioner (Migrant), besides senior officers of other concerned departments.
The Chief Secretary mandated Divisional and District Administrations to ensure the efficient and timely resolution of grievances, particularly those that have been pending for extended periods. Emphasizing the need for a thorough examination of each complaint based on merit, he highlighted the importance of satisfactory outcomes for property owners. The Chief Secretary also called for enhanced technological integration in managing and safeguarding migrant properties, urging districts to expedite the creation of geo-tagged inventories. Such digital inventories are expected to establish a reliable asset database, thereby improving monitoring and management. During the meeting, the Principal Secretary provided insights into the legal framework surrounding migrant properties, detailing government initiatives aimed at protecting the interests of property holders. A presentation by the Relief Commissioner showcased advancements in institutional and technological frameworks designed to enhance the protection of migrant properties and address related grievances. The review indicated significant progress in the retrieval and protection of migrant land, with 522 Kanals and 15.9 Marlas secured between January and July 2026, particularly noting Bandipora’s leading role in land retrieval. The Online Migrant Grievance Portal has registered over 12,000 complaints, with a substantial number related to encroachments and trespassing. The District Magistrates have successfully closed 10,038 cases, with a quality verification mechanism revealing high satisfaction rates among those contacted. The Chief Secretary praised this verification process and underscored the necessity for actual resolutions to align with reported disposal figures. The review also pointed out the implementation of technology-driven reforms aimed at enhancing transparency and accountability. Several districts have completed geo-tagged inventories, facilitating better identification and monitoring of migrant properties. Additionally, outreach camps have been organized to engage directly with migrant property holders, resulting in the collection of numerous complaints and their integration into a unified digital platform. The introduction of a revised Standard Operating Procedure has streamlined processes, leading to a significant increase in the efficiency of case disposals. The Chief Secretary concluded by urging all officials to maintain a strong focus on protecting migrant properties, ensuring prompt grievance resolution, adhering to legal safeguards, and continuously improving service delivery to uphold the rights of migrant property holders.
