Srinagar, Sep 02: The Economic Offences Wing (EOW) Kashmir of Crime Branch J&K on Wednesday said it has filed a charge-sheet against five persons for allegedly preparing and using fake appointment, transfer and relieving orders in the Education Department.

In a statement issued here, a spokesperson said the EOW Kashmir has filed the charge-sheet before the Court of Chief Judicial Magistrate, Budgam, in FIR No. 36/2021 under Sections 420, 467, 468, 471, 201 and 120-B RPC against five accused persons.

The accused have been identified as Nisar Ahmad Bhat, son of Gh. Hussan Bhat, resident of Iqbal Colony, Tral, Pulwama; Shakir Gull, son of Sheikh Gul Mohammad, resident of Kachdoora, Shopian; Mohammad Ayaz Rather, son of Abdul Rehman Rather, resident of Takipora, Ratnipora, Shopian; Sheikh Ruhail Ahmad, son of Sheikh Shafiq Ahmad, resident of Kachdoora, Shopian; and Tanveer Ahmad Rather, son of Ab. Rahman Rather, resident of Khudpora Mowgam, Anantnag.

He said the case emanated from a communication received from the Director, School Education Kashmir, revealing that three persons had joined as teachers in Zone Nagam, Charar-i-Sharief, Budgam, on the basis of purported transfer/adjustment orders allegedly issued by the Director, School Education Kashmir.

Accordingly, a probe was ordered, and the investigation revealed that the said orders bore forged signatures, order numbers and dispatch/endorsement numbers.

The spokesperson said records obtained from the ZEO Nagam and CEO Budgam confirmed that Mohammad Ayaz Rather, Sheikh Ruhail Ahmad and Tanveer Ahmad Rather had been transferred/adjusted on the basis of the questioned documents. Verification from the Directorate further established that its order book had been closed as of December 31, 2019, proving the order and endorsement numbers to be fictitious.

“During the investigation, it was found that these three accused individuals had never been appointed anywhere in the Education Department. Investigation further revealed that accused Nisar Ahmad Bhat (Teacher) and Shakir Gull acted as facilitators/intermediaries, while Nisar Ahmad Bhat arranged the means and machinery for fabrication and printing of forged official documents,” he said.

He said the allegations were found proved and the charge-sheet was accordingly presented before the Court for judicial determination.

The Crime Branch has advised the public to remain vigilant against such economic frauds and report any suspicious activities to the SSP, EOW Kashmir. Victims may also lodge complaints through email at [email protected].
