Security Brass Focuses on Multi-Agency Intelligence Fusion Ahead of Day-2 Agenda on Blue Economy, Biosecurity
New Delhi: Union Home Minister Amit Shah on Monday inaugurated the 9th National Security Strategies Conference (NSSC) in New Delhi and first day of the conference focused heavily on counter-terrorism, proxy warfare by Pakistan, and intelligence operationalisation.
Reports said that high-level discussions covered six core agenda items, emphasizing intelligence fusion and analysis via the Multi-Agency Centre (MAC). According to a statement from the Ministry of Home Affairs (MHA), delegates also deliberated on a vision document for narcotics control, policies to combat cybercrime, and measures for the detection and deportation of illegal migrants.
Outlining the strategy to counter terrorism and radicalization, Union Home Minister Amit Shah emphasized training for the implementation of the MHA’s PRAHAAR scheme. He called for expediting trials by bringing back fugitives, utilizing “trial in absentia provisions,” and adopting a comprehensive, integrated approach when investigating Unlawful Activities (Prevention) Act (UAPA) cases.
To sharpen response mechanisms, Home Minister Amit Shah directed that an “AI-based analysis of information available on MAC platforms should be done to create SOPs to counter various national security challenges.” He further instructed all participating security agencies to enforce strict measures against infiltration.
Before opening the sessions, the Home Minister paid tribute at the martyrs’ column, laying a wreath to honor the Intelligence Bureau personnel who gave their lives in the line of duty.
The two-day conference is being conducted in a hybrid format, drawing over 850 participants nationwide. Attendees physically present in New Delhi included the Ministers of State for Home Affairs, the Union Home Secretary, Deputy NSAs, and the heads of Central Armed Police Forces (CAPFs) and Central Police Organisations (CPOs). State and Union Territory Directors General of Police (DGsP), grassroots-level police officers, and domain experts joined virtually.
The Ministry of Home Affairs (MHA) highlighted that the second day of the conference will cover “the threat landscape from sub-aerial systems and formulating countermeasures, securing the blue economy, information warfare and its implications on national security and the need for a bio-security framework.”
Initiated under the direction of Prime Minister Narendra Modi, the NSSC has met annually in a hybrid format since 2021. The gathering aims to solve critical security challenges by blending the ground experience of cutting-edge officers with domain expertise.
