Portal to digitise promotion process
Srinagar Chief Secretary Atal Dulloo on Thursday reviewed the functioning of the Administrative Reforms, Inspections (ARI) & Trainings Department, focusing on administrative reforms, Recruitment Rules, cadre restructuring, Multi-Tasking Staff (MTS) issues and the functioning of J&K BOPEE and Government Press.
The meeting was attended by Commissioner Secretary, ARI & Trainings Department; Chairperson, J&K BOPEE; General Manager, Government Press and other senior officers.
The Chief Secretary directed officials to expedite the finalisation of Recruitment Rules for all departments and services and ensure smooth and time-bound operationalisation of the newly developed online Departmental Promotion Committee (DPC) Portal.
Developed through BISAG-N under the supervision of the ARI & Trainings Department, the portal is aimed at fully digitising the DPC process across the Union Territory, reducing procedural delays and improving transparency in processing promotion cases.
During a live demonstration, the Chief Secretary reviewed the portal’s end-to-end workflow, under which cases move through designated administrative levels of Maker, Checker and Approver.
He directed that the digital platform should help eliminate administrative bottlenecks and facilitate time-bound conduct of DPCs. The portal has been handed over to the General Administration Department (GAD), which will act as Super Admin and issue necessary instructions for its adoption across departments.
The meeting was also informed about the Online Portal for Processing Recruitment Rules, developed in collaboration with BISAG-N. The portal has cleared its security audit through the Information Technology Department, incorporates SMS alerts, is hosted at the State Data Centre and is being integrated with the e-Office system.
Commissioner Secretary, ARI & Trainings, Shabnam Kamili, informed that the Standing Committee has held 61 meetings since January 2024 and cleared Recruitment Rules for 36 services, while another 13 services have been cleared through Executive Orders. Preliminary meetings have also been completed for 88 additional services.
On human resource optimisation, the meeting was informed that a structured calendar is being prepared for reviewing individual departments to facilitate budget-neutral cadre restructuring and resolve MTS-related issues.
Reviewing J&K BOPEE, the meeting was informed that the Board has transitioned completely to digital operations, with all counselling rounds for the 2026-27 session being conducted through the online e-Counselling platform.
An advance examination calendar has been issued, while examination centres are being expanded beyond Jammu and Srinagar to facilitate students from rural and remote areas.
The meeting noted high seat occupancy in courses including M.Sc. Nursing, Post Basic B.Sc. Nursing and CET Engineering. It was suggested that the Higher Education Department may engage with AICTE to suitably modify course streams in line with emerging market requirements and enable additional counselling rounds wherever required.
The meeting also reviewed the functioning of Government Presses. It was informed that 751 out of 1,146 printing jobs, or 65.53 per cent, received by the Srinagar and Jammu presses have already been executed. The two presses have generated combined revenue of ₹500.78 lakh against a target of ₹1,300 lakh for 2026-27.
The meeting further discussed the proposed J&K Administrative Reforms Commission, delegation of powers to the Director, Press, recovery of ₹12.50 crore in outstanding printing charges and the possibility of outsourcing heavy printing workloads to ensure uninterrupted functioning of the Government Press.
The Chief Secretary also reviewed the UT’s progress under the national iGOT Karmayogi platform, which has received appreciation from the Capacity Building Commission. The department has trained 222 officers and officials through five one-day Karmayogi Kartavya Karyakram batches conducted by certified State Master Trainers.
