New framework standardizes compensation for victims of L&O incidents, border shelling, property damage
Srinagar: The Jammu and Kashmir administration has notified a consolidated framework for ex-gratia relief for civilians, security personnel, and government employees affected by law-and-order disturbances. Under revised guidelines issued by the General Administration Department (GAD) under the Security-Related Expenditure (SRE) scheme—superseding its December 3, 2025 order—compensation ranges from ₹500 for minor injuries to ₹25 lakh for death.
The next of kin of civilians killed in covered circumstances, on the International Border (IB)/Line of Control (LoC), or surrendered militants and informers will receive ₹1 lakh, provided they were not directly or indirectly involved in violence. Permanent disability attracts ₹75,000, while hospitalizations over and under 24 hours receive ₹5,000 and ₹1,000, respectively. For J&K police and SPOs, death compensation is set at ₹5 Lakh, while J&K-domiciled defense and CAPF personnel killed anywhere in or outside the UT receive ₹25 lakh (non-domicile deaths in J&K attract ₹5 lakh). Property damage during counter-terrorism operations is capped at ₹10 lakh, while border shelling damage is capped at 50% of assessed loss or ₹1 lakh.
