Approves ₹734.44 Cr assistance, releases ₹544.40 Cr
5,069 houses completed during 2025-26 and till June 2026
Srinagar: As many as 45,982 houses have been sanctioned under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) and PMAY-U 2.0 in Jammu and Kashmir, of which 35,961 have been completed or delivered to beneficiaries, leaving 10,021 houses yet to be completed, the Union Government informed Parliament on Monday.
Replying to Unstarred Question No. 2444 raised by Rajya Sabha MP Shri Sat Paul Sharma, Minister of State for Housing and Urban Affairs Shri Tokhan Sahu said the Ministry has approved ₹734.44 crore in Central Assistance for Jammu and Kashmir, of which ₹544.40 crore has been released to the Union Territory.
The Minister said the total sanctioned houses include 3,398 houses under PMAY-U 2.0. Out of the overall sanctioned houses, 43,907 have been grounded, while 35,961 houses have been completed or delivered to beneficiaries across the UT up to June 2026.
PMAY-U has been implemented by the Ministry of Housing and Urban Affairs since June 25, 2015, with the objective of providing all-weather pucca houses with basic civic amenities to eligible beneficiaries in urban areas. Based on the experience gained from implementation of the original scheme, the Centre launched PMAY-U 2.0—Housing for All—from September 1, 2024, with a target of supporting one crore additional eligible beneficiaries across the country.
The revamped scheme is being implemented through four verticals—Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and the Interest Subsidy Scheme (ISS).
The Centre clarified that houses under the original PMAY-U were sanctioned only up to financial year 2023-24, while all new sanctions from FY 2024-25 are being made under PMAY-U 2.0. However, completion of houses sanctioned earlier continues under both PMAY-U and PMAY-U 2.0.
Jammu Has Highest Sanctioned Houses: Among the districts, Jammu has the highest number of sanctioned houses at 7,638, of which 5,588 have been completed. The district also recorded 734 house completions during 2025-26 and 2026-27 up to June 2026, the highest among all districts. Baramulla has 5,273 houses sanctioned since inception, with 3,878 completed. It recorded 437 completions during the latest period and has 520 houses sanctioned under PMAY-U 2.0. Anantnag has 4,148 sanctioned houses, of which 3,483 have been completed, while 117 houses have been sanctioned under PMAY-U 2.0 and 367 houses were completed during 2025-26 and 2026-27 up to June. Srinagar has 3,809 houses sanctioned and 3,278 completed. It recorded 652 completions during the latest period, the second-highest among districts, while 13 houses have been sanctioned under PMAY-U 2.0. In Bandipora, 3,569 houses have been sanctioned, of which 2,656 are complete. The district has 127 PMAY-U 2.0 sanctions and recorded 392 completions during the latest period. Budgam has 2,682 houses sanctioned and 1,959 completed, with 155 houses sanctioned under PMAY-U 2.0. It recorded 508 completions during 2025-26 and 2026-27 up to June.
In Doda, 2,197 houses were sanctioned and 1,837 completed. The district has 21 PMAY-U 2.0 sanctions and recorded 429 completions during the latest period. Kathua has 2,632 sanctioned houses, with 2,392 completed, while 72 houses have been sanctioned under PMAY-U 2.0 and 213 were completed during the latest period. Kupwara has 2,190 sanctioned houses and 1,500 completed, with 208 houses sanctioned under PMAY-U 2.0 and 146 completed during the latest period. In Rajouri, 1,972 houses were sanctioned and 1,552 completed. The district has 14 PMAY-U 2.0 sanctions and recorded 200 completions during the latest period. Samba has 1,574 sanctioned houses, of which 1,452 have been completed. It has 12 PMAY-U 2.0 sanctions and recorded 148 completions during the period. Kulgam has 1,473 sanctioned houses and 1,036 completed, while 332 houses have been sanctioned under PMAY-U 2.0. It recorded 58 completions during the latest period. In Pulwama, 1,467 houses were sanctioned and 1,164 completed. The district has 206 PMAY-U 2.0 sanctions and recorded 106 completions. Udhampur has 1,391 sanctioned houses and 883 completed, with 35 PMAY-U 2.0 sanctions and 136 completions during the latest period. Reasi has 815 sanctioned houses, of which 622 have been completed. Nine houses have been sanctioned under PMAY-U 2.0 and 213 were completed during the latest period. Shopian has 756 sanctioned houses and 589 completed, while 120 houses have been sanctioned under PMAY-U 2.0 and 49 completed during the latest period. Poonch has 651 sanctioned houses and 561 completed. Fourteen houses have been sanctioned under PMAY-U 2.0 and 67 were completed during the latest period. Ganderbal has 626 sanctioned houses, of which 516 have been completed. The district has 53 PMAY-U 2.0 sanctions and recorded 45 completions. Ramban has 596 sanctioned houses and 507 completed, with 17 PMAY-U 2.0 sanctions and 58 completions during the latest period. Kishtwar has the lowest number of sanctioned houses at 523, of which 508 have been completed. Two houses have been sanctioned under PMAY-U 2.0, while 111 houses were completed during the latest period.
12-36 Months Generally Required For Completion: On the pendency in completion of houses, the Centre said the timeline varies from State to State and between different verticals of the scheme. Generally, construction takes 12 to 36 months, depending on the Detailed Project Reports of individual projects. The Ministry said completion depends on several factors, including the availability of encumbrance-free land, statutory compliances required before construction, arrangement of funds by beneficiaries and availability of the State share. The Centre did not provide a separate district-wise breakup of the 10,021 pending houses or identify individual projects facing delays.
Convergence With Other Schemes: The Ministry said PMAY-U guidelines encourage States and UTs to ensure convergence with various Centrally sponsored schemes so that beneficiaries can access additional services and facilities. The schemes identified for convergence include PM SVANidhi, Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), AMRUT 2.0, Swachh Bharat Mission-Urban 2.0, PM Vishwakarma, National Health Mission, PM Surya Ghar: Muft Bijli Yojana, Ayushman Bharat and Pradhan Mantri Ujjwala Yojana, besides other relevant schemes. The Centre said such convergence is intended to ensure effective and efficient utilisation of public resources. However, the parliamentary reply did not provide separate district-wise figures for beneficiaries receiving toilets, electricity or LPG connections through convergence under these programmes.
PMAY-U deadline Extended To Sept, 30: The Centre said the scheme period of PMAY-U has been extended up to September 30, 2026, for completion of under-construction houses and release of funds through the SNA-SPARSH module. The Ministry said it conducts regular reviews with States and UTs to monitor implementation and expedite completion and occupancy of sanctioned houses within the stipulated timeline. It further clarified that new houses are now sanctioned only under PMAY-U 2.0 and not under the original PMAY-U. With 35,961 of the 45,982 sanctioned houses already completed and 43,907 projects grounded, the government now faces the task of completing the remaining 10,021 houses within the extended deadline, while new urban housing assistance in Jammu and Kashmir will be routed through PMAY-U 2.0.
