Srinagar: Jammu and Kashmir has lost a 20 MW solar power allocation and the target to solarise 4,000 irrigation pumps under the Centre’s flagship PM-KUSUM scheme after reporting no progress on the sanctioned projects, even as the Union Government said it has released over ₹312 crore for renewable energy programmes in the Union Territory during the past five years.
The disclosure was made in the Rajya Sabha on Tuesday by Union Minister of State for New and Renewable Energy Shripad Yesso Naik in response to an unstarred question by MP Ghulam Ali, who had sought details of delays in implementing major renewable energy schemes in Jammu and Kashmir, including PM Surya Ghar: Muft Bijli Yojana, PM-KUSUM, Grid Connected Rooftop Solar Programme, National Green Hydrogen Mission, Bioenergy Programme and Small Hydro Power Programme.
According to the Ministry, Jammu and Kashmir was initially sanctioned 20 MW capacity under PM-KUSUM Component-A, which envisages setting up decentralised ground-mounted solar power plants, besides 4,000 pumps under Component-C for the solarisation of existing agricultural pumps.
“However, due to no progress reported by the Union Territory, these allocations were cancelled,” the Ministry informed Parliament.
The reply, however, noted significant progress under Component-B of PM-KUSUM, under which the Union Territory was allotted 5,000 standalone solar pumps. Of these, 4,876 pumps have already been installed, translating into an implementation rate of 97.7 per cent.
District-wise data show Pulwama accounting for the highest number of installations with 1,542 solar pumps, followed by Anantnag (1,189), Kathua (478), Jammu (342), Baramulla (259), Samba (219), Budgam (214) and Kulgam (135). Kupwara has installed 19 out of 34 allotted pumps, while no pumps were allotted to Doda and Ramban.
The Ministry also informed Parliament that ₹312.66 crore has been released to Jammu and Kashmir over the last five years for renewable energy schemes, including ₹278.55 crore under rooftop solar programmes and ₹34.11 crore under PM-KUSUM.
On rooftop solar adoption, the Centre said PM Surya Ghar: Muft Bijli Yojana, launched in February 2024, is a demand-driven scheme aiming to install rooftop solar systems in one crore households nationwide by 2026-27. The earlier Grid Connected Rooftop Solar (GCRT) Phase-II programme has since been subsumed into the new scheme.
The Ministry said the pace of implementation depends on beneficiary applications and the timely completion of various stages by consumers, vendors, DISCOMs and financing institutions, adding that corrective measures are regularly undertaken to streamline implementation.
As of July 28, 2026, Jammu and Kashmir had received 85,908 applications under the PM Surya Ghar scheme, resulting in 39,160 rooftop solar installations across the Union Territory.
Srinagar leads the UT with 10,332 applications and 6,518 completed installations, followed by Jammu with 8,755 applications and 5,520 installations. Kupwara recorded the highest number of applications at 11,163, but completed 3,863 installations, while Shopian, despite receiving 8,124 applications, has installed 1,511 systems.
Other districts include Baramulla (6,118 applications; 2,487 installations), Anantnag (5,133; 2,560), Budgam (4,898; 2,137), Pulwama (3,972; 2,057), Kathua (3,492; 2,364), Udhampur (3,430; 1,192), Samba (3,009; 1,221), Doda (2,719; 1,494), Kulgam (2,667; 1,078), Ganderbal (2,514; 1,050), Bandipora (2,487; 1,010), Rajouri (2,164; 1,074), Reasi (1,351; 549), Ramban (1,321; 559), Kishtwar (1,170; 500) and Poonch (1,089; 416).
The Ministry further informed Parliament that no projects have been sanctioned in Jammu and Kashmir under the National Green Hydrogen Mission or the Bioenergy Programme during the last five years.
It also stated that no central financial assistance scheme for Small Hydro Power projects was operational during the period, and consequently no such projects were supported under the Ministry.
The government maintained that renewable energy programmes are expected to deliver multiple benefits, including lower electricity bills for households, reliable daytime electricity for agriculture, reduced dependence on diesel-powered irrigation, savings for power distribution companies through lower subsidy burdens, employment generation, improved electricity access in remote and tribal areas, and enhanced energy security.
The Ministry added that it regularly monitors the implementation of all renewable energy schemes across the country and takes corrective measures to improve execution and accelerate project rollout. It also noted that the implementation timeline for PM-KUSUM has been extended till March 2027 for projects where Power Purchase Agreements were signed by December 31, 2025.
