Order issued under BNSS to bolster surveillance, strengthen public safety

Srinagar, Aug 1 : The Baramulla district administration has made it mandatory for commercial establishments and telecom service providers to install or augment high-resolution CCTV surveillance systems in and around their premises to enhance security and aid law enforcement.

The directions were issued by the District Magistrate, Baramulla, under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, through Order No. 29-DMB/2026, dated August 1.

According to the order, all commercial establishments that have not installed CCTV cameras have been directed to install an adequate number of high-resolution cameras to ensure complete visual coverage of their premises, including adjoining roads, access lanes, and entry and exit points. Establishments already equipped with CCTV systems have been asked to augment the existing infrastructure wherever necessary to eliminate surveillance gaps.

The administration said the decision was taken in view of the prevailing security scenario and increasing concerns over thefts, drug peddling, narcotics-related activities, vandalism and the movement of suspicious elements, which require a robust surveillance mechanism across the district.

The order also referred to communications from the Senior Superintendent of Police (SSP), Baramulla, stating that nearly 65 to 70 per cent of commercial establishments in the district are yet to install CCTV cameras. The SSP recommended expanding surveillance coverage to improve crime prevention, facilitate investigations and enhance public security.

Besides commercial establishments, the administration has directed telecom service providers to install or strengthen CCTV surveillance systems at all telecom tower sites and related infrastructure. The order noted that telecom towers are critical communication assets that play an indispensable role during emergencies, disasters and law-and-order situations, but remain vulnerable to sabotage, theft and other security threats.

The District Magistrate said the directions have been issued in the interest of maintaining public order and strengthening the district’s surveillance network. Commercial establishments and telecom service providers have been asked to comply with the order to ensure better monitoring of vulnerable areas and assist law enforcement agencies in maintaining security across Baramulla district.
