Washington, July 31 (UNI) US President Donald Trump on Thursday announced what he called a “historic” agreement for the complete disarmament of Hamas and all other armed groups in Gaza, saying the deal would mark a major step towards ending the conflict and establishing a new Palestinian government in the territory.
Announcing the development on his Truth Social platform, Trump said the agreement had been reached by the international Board of Peace, which he chairs, and would be implemented in carefully structured phases.
“Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza,” Trump wrote. “This is a monumental step toward lasting PEACE and SECURITY.”
Trump said the agreement would fundamentally reshape Gaza’s governance while addressing Israel’s security concerns.
“This agreement is a critical step towards Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people. At the same time, Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks,” he said.
According to Trump, the agreement will be implemented in phases. As disarmament progresses, Israeli forces will withdraw from Gaza, while an International Stabilization Force, working alongside a newly established Palestinian police force, will assume responsibility for maintaining security.
“As disarmament is completed, Israeli forces will withdraw, and the International Stabilization Force will work with a new Palestinian police force to take responsibility for Gaza being safe for its residents and its neighbors,” he said.
Trump also stressed that the October 7 attack would not be repeated.
“The threat that emerged from Gaza on October 7 will NOT be allowed to rebuild!” he wrote.
“Under this agreement, Gaza will finally be in the hands of a new Palestinian government that serves its PEOPLE.”
Describing the development as a major milestone in his peace initiative, Trump thanked Egypt, Qatar and Turkey, as well as members of his administration, for helping broker the agreement.
US and Board of Peace officials said the deal followed months of “very delicate negotiations” and represented a significant breakthrough, though they cautioned that its implementation would remain conditions-based and subject to verification at every stage.
A Board of Peace official said Hamas and other armed factions would ultimately hand over all their weapons under international supervision, with police weapons transferred first and personal weapons surrendered last. The official said Hamas would also relinquish its governing role, enabling a transitional authority to take control.
The Board of Peace later said in a post on X: “For the first time, Hamas officially has committed to an actionable plan for relinquishing all its weapons, which will be followed by Israeli withdrawal from Gaza. It holds the promise of delivering significant benefits to the people of Gaza, who have waited for too long for a better future, and security to the people of Israel.”
US officials said Washington had coordinated with Israel “every step of the way” during the negotiations but acknowledged that Israeli authorities remained skeptical over whether Hamas would fully disarm.
Neither Hamas nor the Israeli government had responded publicly to Trump’s announcement at the time of filing this report. But an Israeli official has said the Trump-chaired Board of Peace’s 15-point disarmament proposal does not meet Israel’s demands for Gaza’s complete demilitarisation, which is the precondition for any process, the Times of Israel reported.
So it is “unclear how the agreement would be able to proceed”, the report said.
Officials said detailed implementation conditions are expected to be released within two weeks, with movement between successive phases taking place only after verified completion of the previous stage.
Trump launched the Board of Peace earlier this year to oversee Gaza’s reconstruction and governance following the US-brokered Israel-Hamas ceasefire agreement reached in October 2025.
