Fast-Track Courts, Heavy Fines: New Law Sets Severe Penalties for Exam Fraud

New Delhi : In a major legislative effort to protect the integrity of competitive assessments and secure the future of the nation’s youth, the Lok Sabha on Wednesday passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.
The landmark legislation significantly enhances penalties, establishes strict judicial timelines, and creates specialized enforcement mechanisms aimed at eliminating examination paper leaks and unfair practices across the country. Under the newly passed provisions, individual offenders face increased imprisonment terms of five to ten years along with fines up to ?50 lakh, while organized exam syndicates face up to ten years in prison and maximum fines of ?10 crore. Complicit third-party service providers and testing agencies will be subject to fines reaching ?5 crore alongside an eight-year ban from conducting public examinations. To ensure swift justice, the law mandates the completion of investigations within two months, setting up Special Fast Track Courts to conduct day-to-day trials with targeted judgments within three months. Empowered by the bill, the central government will also constitute a dedicated Special Task Force to investigate exam-related offences and appoint Special Public Prosecutors to handle cases. Defending the legislation, government leaders highlighted that these comprehensive measures and fast-track procedures will serve as a stern deterrent against paper leaks, rebuilding trust and ensuring a fair, transparent examination system for all aspiring candidates.
