Dulloo directs creation of comprehensive digital health records for every citizen
Srinagar : Chief Secretary, Atal Dulloo, Monday chaired a review meeting to assess the implementation of the Ayushman Bharat Digital Mission (ABDM) across Jammu and Kashmir, with particular focus on the progress achieved under its key components, adoption of digital health solutions, and their impact on healthcare delivery at the grassroots level.
The meeting was attended by Commissioner Secretary, Health & Medical Education Department; Mission Director, National Health Mission; Managing Director, ABDM J&K; Principal, GMC, Srinagar/Jammu; Director, Health Services, Jammu; senior officers of the Health & Medical Education Department, and other concerned officers.
During the review Chief Secretary emphasized the primary goal of the Ayushman Bharat Digital Mission, which is to establish comprehensive digital health records for all individuals. He acknowledged the progress made in creating ABHA IDs and digital health infrastructure but highlighted that true success will be measured by the availability of secure and interoperable health records for every citizen. To achieve this, a clear implementation strategy with defined milestones for enhancing electronic health record generation and linkage is essential. The Chief Secretary directed the expedited implementation of the Hospital Management Information System (HMIS) in public health facilities, ensuring that every patient interaction contributes to building digital health records. He also called for aligning the number of ABHA IDs created with the issuance of Ayushman Bharat Golden Cards, setting targets to monitor progress towards universal digital health coverage. Additionally, he urged maximizing the use of citizen-centric services available through the JK Sehat App, promoting home healthcare, online appointments, tele-consultations, and doorstep medicine delivery to enhance healthcare accessibility and quality. The JK Sehat App was praised as a robust digital healthcare platform, with a recommendation to enrich its knowledge repository for medical students, transforming it into a learning and knowledge-sharing resource. The Chief Secretary instructed a thorough assessment of operational challenges affecting digital health initiatives, emphasizing collaboration with stakeholders to ensure seamless service delivery and timely achievement of mission objectives. The Commissioner Secretary noted Jammu and Kashmir’s significant advancements in the Ayushman Bharat Digital Mission, having received national recognition for health record linking and model healthcare facilities. The review revealed that over 1.12 crore ABHA IDs have been created, covering approximately 83 percent of the population, with substantial increases in ABHA-linked health records and citizen engagement in digital healthcare services. The Chief Secretary directed district authorities to intensify efforts in areas needing improvement to achieve universal ABHA coverage, ensuring that eligible citizens can create ABHA IDs during health visits. The implementation of the HMIS under the JK e-Sahaj platform is progressing, with over one hundred facilities onboarded and further integration of health services planned. The meeting also highlighted the growing adoption of the JK Sehat App, which offers various digital health services, and the need to achieve 100 percent ABHA saturation while enhancing electronic health record generation and utilization of digital services across healthcare institutions.
