CS reviews adoption of Chandigarh’s online Property Management System for Housing Colonies in J&K

Srinagar: Chief Secretary, Atal Dulloo, Thursday in a meeting of Housing & Urban Development Department (H&UDD) reviewed the adoption of Chandigarh’s Property Management System (PMS) developed by their National Informatics Centre (NIC) for digitising the management of housing colonies under the Housing & Urban Development Department (H&UDD), here.
The initiative aims at providing transparent, efficient and citizen-centric online services to the allottees of government housing colonies across the Union Territory.
The meeting was attended by Commissioner Secretary, Housing & Urban Development Department; Commissioner, Jammu Municipal Corporation (JMC); Commissioner Srinagar Municipal Corporation (SMC); Vice Chairman, Jammu Development Authority (JDA); Vice Chairman, Srinagar Development Authority (SDA); SIO,NIC J&K; Managing Director, J&K Housing Board; Director, ULB, Kashmir/Jammu and other senior officers. Officers from NIC Chandigarh joined the meeting through virtual mode.
Addressing the meeting Chief Secretary emphasized the critical role of technology in enhancing public service delivery, particularly through the adoption of the Property Management System in the Housing & Urban Development Department. This initiative aims to streamline property-related processes, reduce the need for in-person interactions, and expedite service delivery for residents of Jammu & Kashmir. The Chief Secretary instructed relevant departments and agencies to collaborate closely with the National Informatics Centre (NIC) in Chandigarh and J&K to ensure timely project implementation, focusing on customization, data accuracy, thorough testing, and security audits prior to public rollout. Mandeep Kaur, the Commissioner Secretary of H&UDD, highlighted the successful implementation of the Property Management System by the Chandigarh Administration, which offers a comprehensive digital platform for ownership and lease services. The system is designed to enhance transparency, accountability, and efficiency in service delivery. A live demonstration by the NIC Chandigarh team showcased the system’s functionalities, including online application processing, ownership transfers, and the ability for applicants to track their application status, thereby promoting transparency and timely service. Rupesh Kumar, the Vice Chairman of JDA, elaborated on the system’s advanced features, such as a citizen web interface, electronic payment options, automa ted charge calculations, and digital approvals. The ongoing customization of the software to meet local requirements is being supported by a dedicated team from NIC J&K. The meeting also outlined the implementation roadmap, indicating that stakeholder feedback from trial runs will be integrated within a month, followed by a security audit and the gradual uploading of property data before the system’s official launch.
