CS Reviews BHAVYA Implementation, Pushes Timely DPRs for Industrial Parks

Srinagar : Chief Secretary Atal Dulloo on Wednesday reviewed the implementation strategy for the Bharat Audyogik Vikas Yojana (BHAVYA) and directed departments to ensure timely submission of technically robust Detailed Project Reports (DPRs) for the proposed Plug-and-Play Industrial Parks in Samba and Srinagar.
Chairing a high-level meeting, Dulloo reviewed DPRs prepared for industrial parks at Pekhari in Samba and Nowgam in Srinagar and directed the Power Development Department and the Public Works (R&B) Department to thoroughly vet the proposals before they are submitted to the Government of India.
He also reviewed the status of land identified for the projects and instructed the concerned departments to expedite all procedural formalities related to land transfer so that implementation is not delayed.
The Chief Secretary stressed close coordination among all stakeholder departments for securing statutory clearances and technical approvals in time, enabling Jammu and Kashmir to submit comprehensive proposals under the Central Sector Scheme.
Officials informed the meeting that the proposed industrial park at Pekhari, Samba, will be spread over 83.97 acres at an estimated cost of ₹211.64 crore, while the Nowgam industrial park in Srinagar will cover 50 acres with an estimated investment of ₹104.02 crore.
The Samba park is proposed to cater to MSMEs, light engineering, logistics, warehousing and IT-enabled services, whereas the Srinagar project will focus on horticulture-based industries, food processing, light manufacturing and logistics.
The meeting was informed that the parks will feature plug-and-play infrastructure, including industrial plots, internal roads, power and water supply, common effluent treatment plants, digital connectivity, warehouses, built-to-suit factory sheds, testing laboratories, worker housing, healthcare facilities, skill development centres and climate-resilient infrastructure.
Officials said Jammu and Kashmir aims to submit both proposals before the July 31 deadline for consideration under the BHAVYA Scheme.
