Srinagar :Chief Secretary, Atal Dulloo, Monday chaired a high-level review meeting to assess the progress made in strengthening the cyber crime prevention framework and expediting the operationalisation of the Digital Arrest mechanism across Jammu and Kashmir.
The meeting was attended by the Principal Secretary, Home; Additional Director General of Police (CID); Commissioner Secretary, IT; Commissioner Secretary, Law; Inspector General of Police (Crime), Senior Superintendent of Police (Crime), SP Operations and other senior officers. Officers stationed outside Srinagar participated in the meeting through virtual mode.
Undertaking a comprehensive review of the initiative Chief Secretary called for preventing cyber crime and implementing the Digital Arrest mechanism, emphasizing the necessity for monthly progress monitoring to ensure compliance with timelines and effective inter-departmental collaboration. He highlighted the urgency of fulfilling all statutory, administrative, and technical requirements promptly to ensure the system’s operational readiness without delays. Additionally, the Chief Secretary instructed relevant departments to upload their progress on the Pragati Portal by July 20 and to submit any outstanding proposals and documentation within the designated timeframe to facilitate the issuance of essential government orders for smooth operationalization. He pointed out the increasing threat of cyber fraud and online financial crimes, advocating for the enhancement of institutional capacity through ongoing training and skill development for officials involved in cyber crime investigations and digital enforcement. Moreover, he called for a comprehensive public awareness campaign utilizing various media platforms to inform citizens about emerging cyber threats, including digital arrest scams and online financial frauds, as well as promoting cyber safety practices. The Chief Secretary stressed that public awareness, technological readiness, and a coordinated institutional response are vital for effectively combating cyber crime and protecting citizens from sophisticated online frauds. A detailed PowerPoint presentation was provided during the meeting, outlining the implementation roadmap for the Digital Arrest mechanism, the current status of infrastructure and institutional readiness, key milestones, existing gaps, and an action plan to strengthen the cyber security ecosystem within the Union Territory. The presentation also emphasized the importance of enhancing coordination among stakeholder departments to establish a robust cyber crime prevention framework.
