Roads, Schools, Health,Power Sectors to benefit from 1,033 recovery projects
Srinagar : Chief Secretary, Atal Dulloo, Monday chaired the 2nd meeting of the State Executive Committee (SEC) for 2026-27 under the Disaster Management framework and approved a series of proposals aimed at accelerating post-disaster recovery, strengthening disaster preparedness and enhancing the response capacity across Jammu and Kashmir.
The meeting was attended by the concerned Administrative Secretaries, Divisional Commissioners, senior officers of the FinanceDepartment, Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR), and other stakeholder departments.
Addressing the meeting Chief Secretary directed all implementing departments to prioritize the timely execution of approved projects, ensuring adherence to technical standards, transparency, and quality. He emphasized the importance of expediting project proposals from departments that have yet to submit them, despite receiving funding approval from the Ministry of Home Affairs (MHA). The Chief Secretary highlighted the necessity of fully utilizing the allocated funds for the Union Territory to effectively carry out disaster mitigation and restoration efforts for the welfare and safety of the populace. During a recent meeting, the Committee approved projects totaling ₹751.46 crore under the Post Disaster Needs Assessment (PDNA) funding for Jammu and Kashmir, aimed at reconstructing critical public infrastructure damaged in disasters from 2025. These projects encompass various sectors, including Roads and Bridges, Power, School Education, Health, Social Welfare, and Agriculture Production, involving 1,033 individual works to be executed in line with established guidelines and recommendations from the National Disaster Management Authority (NDMA). Additionally, the High-Level Committee of the Government of India has sanctioned ₹1,534.58 crore for Jammu and Kashmir based on NDMA recommendations. The SEC also approved ₹33.19 crore for recovery projects in District Ramban, addressing sectors such as Education, Animal Husbandry, Roads and Bridges, Housing, and Irrigation. These initiatives aim to restore essential public infrastructure and services in affected areas. To enhance disaster preparedness, the Committee has authorized the release of State Disaster Response Fund (SDRF) assistance to District Disaster Management Authorities (DDMAs) and Divisional Commissioners, allocating ₹2 crore to each DDMA and ₹1 crore to each Divisional Commissioner for urgent disaster management needs. The Chief Secretary reiterated the importance of building resilient infrastructure and improving institutional preparedness to bolster disaster resilience in Jammu and Kashmir, ensuring quicker recovery for affected communities. The meeting reaffirmed the government’s commitment to developing a robust disaster management framework through ongoing investments in recovery, preparedness, and capacity building, thereby safeguarding lives and critical infrastructure across the Union Territory.
