DC Srinagar reviews District Capex Budget 2026-27

Labroo Directs timely submission of estimates, expedited execution of dev projects

 

Srinagar  :In order to review the progress of the District Capex Budget for the financial year 2026-27, a meeting of all executing agencies and line departments was held Saturday under the chairmanship of Deputy Commissioner Srinagar, AkshayLabroo, at the Meeting Hall of the DC Office Complex.

The meeting was attended by Additional District Development Commissioner, Rifat Aftab Qureshi, Additional Deputy Commissioner, Aadil Fareed, Chief Planning Officer, Fayaz Ahmad Dar, Superintending Engineer, R&B, Tatheer Manzoor, Joint Commissioner SMC, Hamid Ahmad, Assistant Commissioner Panchayats, Bashir Ahmad, Executive Engineers of R&B, PHE, PDD, SMC, UEED, Block Development Officers and all other District & Sectoral Officers.

At the outset, the Deputy Commissioner took a detailed review of the progress achieved in the preparation and submission of estimates for works proposed under the District Capex Budget for 2026-27. He also reviewed the physical and financial status of ongoing works under the District Capex Budget 2025-26 and the progress of works being executed under the Constituency Development Fund (CDF).

The Deputy Commissioner further reviewed the status of heritage conservation projects being undertaken in Srinagar district under the Government’s Heritage Conservation Scheme aimed at preserving Srinagar’s rich cultural and architectural legacy.

While reviewing the submission of estimates for the financial year 2026-27, the Deputy Commissioner was informed that a total of 492 works have been proposed under the District Capex Budget, of which estimates for 232 works have been submitted by various executing agencies so far.

On the occasion, the Deputy Commissioner directed all executing agencies to ensure timely submission of the remaining estimates so that administrative approvals can be accorded without delay, enabling early tendering, allotment and execution of works. He emphasized that the limited working season must be utilized effectively to maximize developmental outcomes and public benefit.

The DC stressed that all works proposed under the District Capex Budget 2026-27 should be executed in a qualitative and time-bound manner to achieve the intended objectives and strengthen service delivery across sectors.

Reviewing the progress of works under the Constituency Development Fund, the DC was informed that 540 works have been completed out of 756 works tendered across various sectors. He directed the concerned departments to accelerate the pace of ongoing works and ensure their completion at the earliest. He also emphasized the need for prompt submission of estimates for new works proposed under the CDF.

During the review of heritage conservation projects, the DC directed that tendering work be initiated immediately as administrative approval has been accorded to 45 projects under the Heritage Conservation Scheme involving an estimated cost of Rs 63 crore in Srinagar.

Taking an executing agency-wise review of these projects, the DC directed the concerned agencies to mobilize field staff and initiate the tendering process without delay to ensure timely execution of the approved works for preservation and conservation of rich cultural and architectural heritage.

The DC also underscored the importance of close coordination among line departments, strict adherence to timelines, maintenance of quality standards and proactive planning for optimum utilization of resources and effective implementation of developmental projects across the District.
