CS reviews implementation of PM’s reform agenda

Srinagar :Chief Secretary, Atal Dulloo, Monday chaired a high-level review meeting with Administrative Secretaries of all departments to assess the Action Taken Reports (ATRs) on implementation of actionable points emerging from the Prime Minister’s interaction with Secretaries to the Government of India, with special emphasis on strengthening the “Whole of Government” approach, enhancing Ease of Living through end-to-end digitization of public services and undertaking comprehensive process reforms across the country.
During the meeting, the Chief Secretary emphasized the primary goal of ongoing reforms: to create integrated governance and a citizen-centric administration supported by technology. He urged departments to collaborate beyond traditional siloed operations to achieve the broader developmental objectives outlined in Viksit Bharat @2047. The Planning Development & Monitoring Department presented Action Taken Reports on various reform initiatives, highlighting that multiple departments, including Finance, School Education, and Health, have begun implementing convergence-based governance models that promote inter-departmental coordination and digital integration. In the realm of education, the School Education Department reported the expansion of vocational education to over 1,350 schools in Jammu & Kashmir, with more than 141,000 students enrolled. This initiative includes the integration of digital platforms and smart classrooms in line with the National Education Policy 2020.
The Skill Development Department is also making strides with initiatives like Mission YUVA and PM Vishwakarma, which involve collaboration among various departments and institutions. The Health & Medical Education Department proposed a unified approach to planning that integrates health, sanitation, nutrition, education, and livelihood initiatives. Meanwhile, the Housing & Urban Development Department is focusing on technology-driven governance and sustainable urban planning to enhance living standards. Other departments, such as Food and Civil Supplies, have introduced integrated digital governance systems to improve transparency and accessibility of public services. The meeting reviewed reforms aimed at enhancing the Ease of Living, noting that under the J&K Jan Vishwas reforms, 32 criminal provisions across 20 Acts have been decriminalized to ease compliance burdens, and 19 outdated laws have been repealed to simplify the legal framework. The Chief Secretary also discussed the goal of achieving 100 percent end-to-end digitization of Government-to-Citizen (G2C) services, with 1,548 services already digitized and nearly 300 more in development. The first phase of this initiative will focus on 302 services across key departments to eliminate offline processes. The implementation roadmap for these reforms includes policy notifications, digitization audits, workflow re-engineering, and capacity building, with an emphasis on comprehensive process re-engineering before digitization. The Chief Secretary directed departments to streamline existing procedures to eliminate bottlenecks and enhance citizen-friendly governance. Additionally, progress towards Vision 2030 and Vision 2047 was reviewed, with several departments submitting quantifiable targets and timelines for addressing developmental gaps, while others were encouraged to contribute to a comprehensive vision document for Jammu & Kashmir.
