Calls for strict adherence to guidelines, procedures

 

Anantnag :Deputy Commissioner(DC) Anantnag, Dr. Bilal Mohiuddin Bhat, who is also the Principal Census Officer of the district, Thursday chaired a comprehensive meeting to assess the preparations and progress achieved on the Census 2027 so far.

ADC, Dr.Muzamil Maqbool (District Census Officer), ACR, Tariq Ahmad Malik (District Nodal Officer), Master Trainer, Field Trainers besides other officials and census functionaries attended the meeting.

During the meeting, the ADC briefed the chair about the administrative framework and measures, timelines, digital tools, and roles and responsibilities of various census functionaries. He highlighted key aspects including the two phases of Census 2027 viz. House Listing and Housing Census Operation (HLO) and Population Enumeration as well as the use of digital platforms such as mobile applications and the Census Management and Monitoring System (CMMS) for efficient data collection and monitoring. He informed that charge offcers and field trainers have been appointed and trained while the appointment and training of supervisors and enumerators as mandated by the guidelines will be done soon.

Reviewing the preparations, the DC directed for early formation and mapping of Houselisting Blocks (HLBs), appointment of enumerators and supervisors, and readiness of logistics and digital infrastructure. He stressed for strict adherence to the notified dates and ensuring completion of all preparatory activities within the stipulated timeframe.

Emphasizing the significance of Census as a vital exercise for planning and policy formulation, the DC directed that accuracy, completeness, and transparency in data collection through close monitoring of field-level tasks be ensured by all census functionaries. He noted that various key aspects of development of a district are projected on the basis of population and other census parameters.

On the occasion, Dr. Bilal instructed to devise a comprehensive schedule for training of enumerators and supervisors to ensure they are adequately trained and equipped before the commencement of field operations. He called for proper utilization of the CMMS Portal for real-time monitoring and reporting, and asked officers to ensure seamless coordination among all stakeholders. Directions were also issued to impart wide publicity to the procedures and crucial dates so that the whole process is completed in a fair, smooth and successful manner.

As per the timelines of Census-2027, Phase I (HLO) will commence on Ist  June 2026 with self enumeration exercise scheduled from May 17 to 31, 2026 while the Phase II (Population Enumeration) will start in February 2027.
