SRINAGAR, APRIL 29: Srinagar Municipal Corporation (SMC) has issued a Notice Inviting Offer (NIO No. 01 of 2026) for the allotment of built-up shops and office halls at the Habba-Khatoon Commercial Complex, Parimpora, through an online e-auction on the Government e-Marketplace (GeM) Portal.

The auction will be conducted on an “as is where is” basis to facilitate the commercial utilization of municipal property. The premises fall under the provisions of the Jammu & Kashmir Public Premises (Eviction of Unauthorized Occupants) Act, 1988.

As per the notified schedule, online training and help desk support for bidders commenced on April 28, 2026. The pre-qualification submission process will remain open from May 1 to May 8, followed by assessment from May 9 to May 15. The submission of Earnest Money Deposit (EMD) is scheduled between May 16 and May 20, while the final online bidding will take place from May 22 to May 23, 2026.

Individuals, firms, and companies are eligible to participate in the e-auction, while minors are not permitted. The allotment shall be made for a maximum period of ten years, extendable subject to approval of the competent authority. A mandatory Earnest Money Deposit equivalent to 10% of the starting price of each unit is required to be submitted through Demand Draft or FDR pledged in favour of the FA/Chief Accounts Officer, SMC. The minimum bid increment has been fixed at ₹25,000.

The commercial units are available on the ground, first, and second floors, with sizes ranging from approximately 198 square feet to over 600 square feet. The starting prices range between ₹22.28 lakh and ₹49.78 lakh, depending on the size and location of the unit. The rent structure has been fixed at ₹34 per square foot per month for ground floor units, ₹30 per square foot for first floor units, and between ₹28 to ₹33 per square foot for second floor units. The rent will remain fixed for an initial period of three years and will thereafter be revised by 10% for subsequent terms.

Successful bidders will be required to deposit 25% of the bid amount within seven days of issuance of the Letter of Intent, while the remaining 75% must be paid within 45 days. The allotted units are meant strictly for general commercial use, and subletting or change of allotment will not be permitted. Manufacturing and repair activities are also prohibited within the premises.

Commissioner SMC, Faz Lul Haseeb, while issuing directives regarding the process, emphasized that the entire auction process must be conducted in a transparent, fair, and technology-driven manner to ensure equal opportunity for all eligible participants. He directed the concerned officers to facilitate maximum public participation, provide necessary guidance to bidders, and ensure that the e-auction process is conducted smoothly without any inconvenience to the applicants.

To assist participants, SMC has established a dedicated Help Desk at the Corporate Office, Karan Nagar (Room No. 207/208, Block-C) to support bidders with registration and e-auction procedures during working hours. Assistance will be provided by Zahoor Ahmad (7006482906), Tahira Parveen (9006976308), Adil Shafi Rangrez (9796765830), Javeed Ahmad Matta (7006966432), and Danish Nazir (7006009917).

For on-site facilitation and property inspection, Riyaz Ahmad Sofi has been designated as Property Guide and can be contacted at 9906589927.

Interested bidders are advised to visit the site prior to participation and complete all necessary formalities well in advance to avoid any last-minute technical or system-related issues. Detailed terms and conditions are available on the official website of Srinagar Municipal Corporation and the GeM Portal.

The Srinagar Municipal Corporation has reiterated that it reserves the right to accept or reject any bid without assigning any reason, and the decision of the Commissioner, SMC, shall be final and binding.
