HUDD embraces digital processes for seamless building permissions: Sakeena Itoo

Jammu :  The government Thursday informed that significant governance reforms with automated scrutiny and end-to-end digital processing has been embraced by the Housing and Urban Development department (HUDD) under Business Reform Action Plan (BRAP) and Ease of Doing Business (EoDB) for seamless submission of building permission applications.

This was stated by Minister for Health and Medical Education, SakeenaItoo, while replying to a Calling Attention Notice in the House Thursday on behalf of Chief Minister Omar Abdullah, moved by Legislator Mir Saifullah.

The Minister said that under Business Reform Action Plan (BRAP) and Ease of Doing Business (EoDB), the department has developed a new online portal (https://obps.jk.gov.in) for building permission applications discontinuing old portal https://huddobps.jk.gov.in. She said that the new portal has become fully functional and applications are being received and processed on the new portal with 11 applications under process. She added that the old portal has not been decommissioned and continues to facilitate the processing and tracking of legacy applications.

The Minister further informed that in terms of SO 304, as amended vide SO 58 dated 26.02.2026, only Registered Technical Persons (RTPs) are authorized to submit the applications, along with CAD drawings, for Automated Building Plan Scrutiny using Auto DCR technology.

“Initial delays were experienced due to the time required for registration of RTPs, which temporarily affected the volume of new submissions. However, 99 RTPs have now been registered across J&K and the new portal is functioning smoothly’, asserted the Minister.

The Minister further said that the transition to the new system is a significant governance reform aimed at enabling automated scrutiny and end-to-end digital processing. She added that after some initial adaptation challenges, the system has now largely stabilized and is witnessing increased adoption.
