ACB Files Charge-Sheet Against SMC Officials, Beneficiary in Building Permission Violation Case

 Srinagar :The Jammu and Kashmir Anti-Corruption Bureau (ACB) has filed a charge-sheet against five officials of the Srinagar Municipal Corporation (SMC) and one private beneficiary in connection with a building permission violation case.

The charge-sheet was presented in FIR No. 11/2020 under Sections 5(1)(d) read with 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and Section 120-B RPC at Police Station ACB Srinagar, before the Court of Additional Special Judge Anti-Corruption Srinagar.

The accused officials include ChoudaryMehraj-Din Bhuja, then Ward Officer; Showkat Hussain Hamdani, then Ward Officer; Nisar Ahmad Rah, then Building Inspector; Gulzar Ahmad Bhat, then Building Inspector; and Mudasir Hussain Banday, then CEO SMC. The private beneficiary has been identified as Mohammad Abdullah Dar, a resident of Rajbagh Srinagar.

According to the ACB, the case pertains to the illegal construction of a four-storey commercial complex, “Abdullah Shopping Plaza,” at KursooRajbagh Srinagar. The construction was allegedly carried out in violation of approved norms under the guise of permission granted for a residential house.

Investigations revealed that the accused officials, in alleged connivance with the beneficiary, abused their official positions, entered into a criminal conspiracy, and conferred undue benefits to the private individual.

The ACB stated that the allegations were substantiated through oral and documentary evidence, establishing the involvement of both the public servants and the beneficiary.

After obtaining the requisite sanction for prosecution, the charge-sheet was filed before the competent court for judicial determination. The next date of hearing in the case has been fixed for May 11, 2026.
