DDC Kulgam chairs DLRC Meeting, Reviews performance under ACP for quarter ended December 2025

Kulgam : District Level Review Committee (DLRC) meeting for the quarter ended December 2025 of FY 2025–26 was held Tuesday  under the chairmanship of District Development Commissioner (DDC), Kulgam, Shahzad Alam  Tuesday  chaired the DLRC meeting to review the performance of banks under the Annual Credit Plan (ACP) and the progress achieved under various Government-sponsored schemes for the quarter ended December 2025 of FY 2025–26.

At the outset, Iftikhar Ahmad Padder, Lead District Manager, Lead Bank Kulgam, informed the house that different banks operating in District Kulgam have achieved a total business of Rs 4491.54 crore, out of which, Deposits in the district have risen from Rs 2219.58 crore as on 31 December 2024 to Rs 2361.77 crore as on 31 December 2025, registering a YoY growth of 7.23 percent.

Advances have increased from Rs 1830.76 crore as on 31 December 2024 to Rs 2129.77 crore as on 31 December 2025, reflecting a YoY growth of 13.86 percent.

The CD ratio of the district stands at 87.89 percent as on 31.12.2025.

Regarding credit disbursement under the Annual Credit Plan for FY 2025–26 up to 31.12.2025, banks operating in the district have made total credit disbursement of Rs 1598.94 crore against an annual target of Rs 2330.93 crore, thereby achieving 69 percent of the target.

Out of the total disbursement, Rs 1116.95 crore was disbursed under the Priority Sector against a target of Rs 1674.29 crore, achieving 67 percent of the target, while Rs 481.99 crore was disbursed under the Non-Priority Sector against a target of Rs 656.64 crore, achieving 73 percent of the target.

The Chairman directed all stakeholders to improve priority sector lending under various Government-sponsored schemes like Mission YUVA so that unemployed youth can attain self-sufficiency through self-employment initiatives of the Central and UT Governments.

He also instructed all sponsoring agencies and lending institutions to enhance performance under the priority sector.

The PM Surya GharMuft Bijli Yojana was also discussed, and the Chair directed banks to increase lending under the scheme to boost rooftop solar power generation and achieve the objective of providing free electricity benefits.

Further, social security schemes including PM Suraksha Bima Yojana, PM Jeevan Jyoti Bima Yojana and Atal Pension Yojana were reviewed, with directions to ensure wider coverage of eligible beneficiaries across the district.

The chair directed all banks to improve the CD ratio and financial literacy in the district, accelerate priority sector lending, and ensure timely achievement of ACP targets by March 2026.

The District Development Commissioner also instructed all concerned departments and banking institutions to undertake intensified awareness programmes across the district to ensure that eligible beneficiaries are fully informed about various government-sponsored and social security schemes. He further emphasized the need to initiate regular capacity-building sessions for field functionaries and stakeholders to enhance their understanding, improve coordination, and ensure effective implementation of schemes on the ground.
