While general recruitment continued during the freeze, a critical shortage of subject specialists—particularly for Science and Mathematics—was noticed. Implementing an immediate, fast-track recruitment process is now essential to restore academic quality
The announcement of the Education Minister Sakina Itoo about defreezing the frozen teacher posts in the assembly if implemented through immediate fast track recruitment process will obviously bridge the institutional and administrative weaknesses in Government Schools. Though the decision of freezing teacher posts had not in any way abandoned the process of general recruitment for the posts of teachers but subject specialists could not be made available for teaching science and mathematics subjects in higher classes in recent years in most of the Government Schools. Now filling of such teacher posts would obviously reduce the deepening crisis of staff shortage in Government Schools. While decision to defreeze the freezed teacher posts has undoubtedly brought to end the increasing anxieties over the staff shortage in Government schools, all depends on the fast track recruitment of defreezed teacher posts. In recent years educationists have observed that non availability of subject specialists deeply influences the quality education. In fact the major cause of increasing dropout rates at Government schools is attributed to non availability of subject specialists. Undoubtedly some schools in twin capital cities (Srinagar and Jammu) and major towns in both Kashmir Valley and as well as Jammu division are overstaffed but a process of the rationalization of the teaching staff has been already initiated at Government schools in both Kashmir valley and as well as Jammu division. By all standards of understandabilities rationalisation and filling the defreezed teacher posts alone can’t reduce the crisis of staff shortage at Government Schools but repairing an imbalanced transfer policy can also boost staff strength in understaffed Government schools mostly in semi-urban and rural areas.
“The decision to defreeze teacher posts in Jammu & Kashmir is a critical step toward both solving chronic staff shortages and restoring public confidence in the education system. To ensure long-term academic stability, the government must move beyond mere announcements and focus on the disciplined execution of staff rationalization and transfer policy reviews.”
While Government has already constituted a committee to initiate a process for a regular transfer policy for the Rehbar-e-Taleem (ReT) teachers the lapses in the transfer policy of general line have not attracted the attention of the School Education Department so for. Administrative wisdom demands that Government devises a uniform transfer policy for both the general line and as well as Rehbar-e-Taleem (ReT) teachers for bringing long lasting stability to academics in Government schools. Since freezing of teacher posts had not only disturbed the academics in Government schools but it had also developed a sense of hopelessness among the jobless trained educators across Jammu & Kashmir, the decision is not just about overcoming staff shortage but it also about restoring the faith of people in the working of public education system in Jammu & Kashmir. Experiences of decades have shown that laxities shown in implementing the decisions after their announcements within and outside the assembly bring institutions into disrepute and spoil the public services like education. Follow up of the decisions like defreezing the freezed teacher posts, rationalization of the teaching staff and review of the transfer policies for teacher can bring long last stability to academics at Government schools.
