“Prime Minister Narendra Modi said India has entered a decisive phase of reform-led transformation, driven by strong governance, national security consolidation and sustained economic reforms. Speaking in the Rajya Sabha, he highlighted key milestones such as the abrogation of Article 370, reduction of militancy in the Northeast, decisive action against insurgency and a governance model anchored in the principle of “Reform, Perform and Transform”, which he said has strengthened stability and enabled development across regions.”

This week, Prime Minister Narendra Modi’s address in the Rajya Sabha offered a comprehensive reflection on India’s transformative journey over the past decade and a confident articulation of the road ahead. Speaking during the debate on the Motion of Thanks to the President’s Address, the Prime Minister outlined how a consistent focus on reform, performance and transformation has reshaped governance, strengthened national security, revitalised the economy and elevated India’s standing on the global stage. His remarks framed India’s progress not as isolated achievements but as part of a larger, long-term vision to build a developed nation by 2047. At the core of Modi’s message was the belief that decisive leadership and policy continuity have allowed India to move beyond incremental change towards structural transformation. He said the country has advanced with a clear governing philosophy that prioritises national interest, institutional strength and inclusive growth. “Reform, Perform and Transform” is no longer a slogan, the Prime Minister suggested, but a working model that has placed India on what he described as the “Reform Express” — a trajectory of sustained change that is redefining India’s economic and strategic potential.

National Security, A Decisive Governance Framework: Prime Minister Modi placed national security at the centre of India’s transformation, underscoring the importance of clarity and resolve in safeguarding sovereignty. He referred to major steps taken over the past decade, including the abrogation of Article 370, the sustained reduction of militancy in the Northeast, Operation Sindoor, and intensified action against Maoist insurgency. These measures, he said, reflect a governance approach that does not shy away from difficult decisions when the nation’s unity and security are at stake. According to Modi, these actions have contributed to greater internal stability, enabling development to reach regions that were once constrained by conflict and uncertainty. The Northeast, he noted, has witnessed a significant decline in violence, opening doors to infrastructure development, investment and cultural exchange. Similarly, firm action against extremist violence has helped restore confidence among citizens and investors alike, reinforcing the idea that security and development are mutually reinforcing. The Prime Minister’s emphasis on security was not framed in isolation but as a foundation for broader progress. Stability, he argued, creates the conditions necessary for economic growth, social welfare and democratic participation to flourish.

Economic Reforms, Institutional Renewal: A major theme of the address was the transformation of India’s economic architecture through sustained reforms. Modi highlighted how structural, policy and process-level changes have strengthened key institutions, particularly the banking and financial sectors. He recalled that prior to 2014, large sections of the population were excluded from formal banking, and credit often failed to reach productive sectors. Over the past decade, financial inclusion initiatives have brought millions into the banking system, enabling direct access to savings, credit and government benefits. At the same time, reforms in public sector banks, including consolidation, recapitalisation and improved governance, have strengthened balance sheets and restored lending capacity. The Prime Minister noted that non-performing assets have declined sharply, creating a healthier financial ecosystem capable of supporting growth and entrepreneurship. These reforms, Modi argued, have laid the groundwork for a more resilient economy, one that can withstand global shocks while continuing to expand. High growth coupled with controlled inflation, he said, reflects the underlying strength of India’s economic fundamentals.

 

Manufacturing, Entrepreneurship|The New Growth Engines:  Prime Minister Modi also highlighted the resurgence of manufacturing and entrepreneurship as key drivers of India’s growth story. Policy initiatives aimed at boosting domestic production, attracting investment and improving ease of doing business have helped position India as an emerging manufacturing hub. The rapid expansion of the startup ecosystem was cited as evidence of a generational shift in economic aspirations. With more than two lakh startups now operating across the country, India has become one of the world’s most vibrant innovation ecosystems. These enterprises are not only creating jobs but also driving solutions in technology, healthcare, agriculture and sustainability. Modi stressed that the government’s role has been to act as an enabler rather than a controller providing policy stability, infrastructure and access to finance while allowing entrepreneurs to innovate. This approach, he said, is helping India transition from a consumption-driven economy to one powered by innovation and value creation.

Trade, Diplomacy,  Global Confidence:  A significant portion of the Prime Minister’s address focused on India’s growing role in the global economy. He pointed to recent landmark trade agreements with the European Union and the United States as milestones that have enhanced global confidence in India’s stability and long-term vision. Describing the EU agreement as a “future-ready” deal, Modi said it creates opportunities for Indian businesses to access a vast market while integrating the country more deeply into global value chains. The subsequent agreement with the United States, which reduced tariffs on Indian goods, further reinforced India’s image as a trusted and reliable economic partner. These agreements, the Prime Minister argued, come at a time when the world is navigating uncertainty in the aftermath of the Covid-19 pandemic and ongoing geopolitical shifts. In this evolving global order, India’s consistent policies, democratic stability and economic resilience have positioned it as an anchor of confidence. Modi noted that countries around the world are keen to partner with India, recognising its potential as a driver of global growth. This, he said, reflects not just economic calculations but also trust in India’s governance and values.

“The structural reforms in banking, manufacturing and entrepreneurship have positioned the country to compete confidently on the world stage. He cited landmark trade agreements with the European Union and the United States as indicators of rising global trust in India’s economic resilience and policy consistency, asserting that the country is moving steadily towards the goal of Viksit Bharat with a focus on quality growth, innovation and long-term prosperity.”

Public Sector Reforms, Quality Governance: Beyond trade and growth, the Prime Minister highlighted reforms in public sector enterprises, noting that many units which once reported chronic losses are now posting record profits. This turnaround, he said, demonstrates the impact of professional management, accountability and performance-driven governance. He also emphasised the importance of quality in public service delivery, urging a national commitment to “quality without compromise”. Whether in infrastructure, manufacturing or services, Modi argued that India’s next phase of growth must be defined by global standards of excellence.

Science, Technology , The Frontiers Of Innovation:  Prime Minister Modi’s vision extends into emerging sectors that he described as critical to India’s future competitiveness. He pointed to advances in space, science, deep-sea exploration, artificial intelligence, green hydrogen and rare earth materials as areas where India is making strategic investments. These sectors, he said, will not only drive economic growth but also strengthen India’s strategic autonomy. By building capabilities in frontier technologies, India aims to reduce dependence on external sources while contributing solutions to global challenges such as climate change and sustainable development.

A Vision Of Viksit Bharat: Throughout his address, Modi returned to the idea of Viksit Bharat — a developed India that offers opportunity, dignity and prosperity to all its citizens. He stressed that the coming decades, particularly the second quarter of the 21st century, will be decisive in shaping the nation’s future. India, he said, is no longer content to follow global trends but is prepared to lead. The country’s demographic dividend, democratic institutions and reform momentum provide a unique advantage that must be harnessed with discipline and determination. The Prime Minister’s remarks conveyed a sense of continuity and confidence, suggesting that India has moved beyond the phase of catching up and is now setting its own benchmarks. With sustained reforms, inclusive growth and global engagement, he argued, India is well positioned to realise its ambition of becoming a developed nation by 2047.
