Focus on corrective measures for black spots, IRAD implementation

RAMBAN, FEBRUARY 06: To prevent road accidents and undertake effective corrective measures, Deputy Commissioner Ramban, Mohammad Alyas Khan, who is also Chairman of the District Road Safety Committee (DRSC) and District Level Monitoring Committee (DLMC), today chaired a meeting in his office chamber.

Senior Superintendent of Police Ramban, Arun Gupta, Chief Planning Officer, Dr. Shakeeb Ahmed Rather, ARTO Ramban, Kuldeep Singh, Executive Engineers of PWD and PMGSY, representatives of NHAI, concerned officers and NGOs attended the meeting.

The Deputy Commissioner held detailed deliberations on remedial measures to prevent road accidents in the district, with special emphasis on implementing road safety measures as recommended by the Supreme Court. He directed line departments to submit GIS coordinates of accident-prone areas (black spots) for identification of vulnerable road stretches under the Integrated Road Accident Database (IRAD) framework.

The DC asked R&B, PMGSY, NHAI and other concerned departments to formulate a comprehensive plan, in line with Supreme Court directions, for identification and effective management of black spots. He stressed the need for focused technological and enforcement interventions to significantly reduce road accidents, particularly along highways.

The Deputy Commissioner directed the ARTO to compile a requirement list of Quick Response Teams (QRTs) for incorporation into the road safety plan. The Chief Education Officer (CEO) and ARTO were also asked to submit a comprehensive road safety awareness plan to strengthen public sensitization initiatives.

 Highlighting the importance of data-driven planning, the DC emphasized the use of traffic and transport data for targeted safety interventions, strategic deployment of traffic personnel and timely corrective measures at accident-prone locations.

During the meeting, the SSP Ramban suggested installation of speed guns, crash barriers, convex mirrors, rumble strips, milestones, speed limit signage at identified black spots and other vulnerable locations along NH-44 to prevent accidents. He also stressed strengthening QRTs and organizing capacity-building programmes for them with support from SDRF and the Health Department.

The meeting also reviewed the implementation of the Road Accident Victim Fund, with the Deputy Commissioner stressing swift disposal of related cases to ensure timely assistance to accident victims.
