Mission YUVA-Beyond Sanctions Campaign: Distt-Level Scheme Delivery & Post-Credit Support Prog organised at Kulgam

Kulgam: A district-level programme under Mission YUVA- Beyond Sanctions Campaign was organised at the Conference Hall, Mini Secretariat, Kulgam, with the objective of strengthening scheme delivery mechanisms and institutionalising structured post-credit support for Mission YUVA beneficiaries.
The programme was presided over by the Additional District Development Commissioner (ADDC) Kulgam, Altaf Ahmad Khan.
Addressing the gathering, the Additional District Development Commissioner, emphasised the importance of accountability, clarity of expectations, and sustained institutional engagement to ensure the long-term viability and growth of enterprises supported under Mission YUVA. He stated that the Beyond Sanctions Campaign would serve as a structured and replicable Panchayat-level model for continuous post-credit engagement and enterprise support across the district.
It was shared that Mission YUVA has facilitated access to institutional credit for youth to initiate entrepreneurial ventures. Recognising that credit disbursement is only the first step for first-generation entrepreneurs, the Beyond Sanctions Campaign has been conceptualised as a District/Sub-divisional-level platform to ensure sustained handholding, awareness generation, regular monitoring, grievance redressal, and continuous enterprise health support.
The programme aimed to disseminate comprehensive scheme information through a structured outreach mechanism, set clear expectations for beneficiaries regarding their post-credit journey, and build awareness about key post-sanction support pillars. These include capacity building through hybrid training courses, enterprise mentorship, MSME Health Clinics, enterprise output tracking mechanisms, and the ONDC-based e-commerce platform available on the Mission YUVA App.
Emphasis was also laid on digital and financial literacy to enhance enterprise sustainability. Beneficiaries were provided with detailed scheme information through brochures, presentations, and guided discussions covering eligibility criteria, benefits, credit processes, timelines, and operational guidelines. They were also oriented about post-sanction support services, including capacity-building activities linked with subsidy tranches, registration and participation in MSME Health Clinics, enterprise output reporting timelines, and onboarding onto the ONDC-based e-commerce platform.
The programme also featured sharing of success stories of local entrepreneurs to motivate participants.
A local grievance redressal desk was established during the program to address beneficiary issues, with clearly defined escalation mechanisms to Block and District-level grievance redressal cells. Beneficiary feedback was collected through a structured online mechanism to improve service delivery.
The programme was attended by members of the Small Business Development Unit (SBDU), Career Counselling Officer (CCO), Department of Employment Kulgam, Business Help Desk (BHD) members from Cluster-II, and other concerned officers.
