Jammu: A two-day Management Development Programme on Leadership for Effective and Accountable Financial Governance (LEAF-G) jointly organized by Central University of Jammu (CUJ) and Northern Zonal
Accountancy Training Institute (NZATI), Jammu for combined batches of Accounts Officers (JKAS Probationers) Batch 2025, JKACC Batch 2024 and Ladakh ACC Batch 2024 under the patronage of Vice Chancellor, CUJ Prof. Sanjeev Jain.
The LEAF-G programme was inaugurated by Rajesh Talwar, Director Finance/Principal NZATI, Jammu, with notable attendees including Sh. Youqub Ittoo and Rajesh Kotwal. The initiative aims to empower officers with advanced knowledge, practical skills, and ethical leadership to enhance public financial governance amidst regulatory reforms and technological advancements. Key objectives focus on strengthening leadership and stakeholder engagement, integrating technology for transparency, promoting ethical governance, and deepening understanding of financial frameworks such as GFRs, PFMS, GST, and GeM. In his inaugural address, Talwar underscored the critical role of the Accounts & Treasuries Organization in maintaining fiscal discipline and resource management. The programme, designed by experienced faculty from the Central University of Jammu, aims to equip officers with specialized skills for informed decision-making and sustainable practices. Prof. Jaya Bhasin welcomed participants and outlined the agenda, emphasizing the development of leadership and managerial skills for effective resource utilization and regulatory compliance. The keynote address by Sh. Pramod K Jain highlighted the significance of ethical decision-making in enhancing officers’ capabilities in change management, risk assessment, and strategic problem-solving. Additional insights were shared by Sh. Virender Wangnoo, who provided practical experiences from his audit background. The day’s sessions included contributions from Shakeel Maqbool and Geetika Kohli, focusing on personality development and professional growth. The organizing team, comprising faculty from the Central University of Jammu and NZATI, played a crucial role in the programme’s execution, with Dr. Asif Ali delivering the vote of thanks and Dr. Shahid Mushtaq overseeing the proceedings. The event aimed to foster a culture of accountability, innovation, and excellence in financial governance among the participants.
