Peace Sustained, Growth Maintained Under PM Modi: The 2025 Kashmir Turnaround

“As 2025 draws to a close, Prime Minister Narendra Modi’s engagement with Jammu and Kashmir marked a year of consolidation marked by infrastructure expansion, democratic assurances, and firm security resolve. Repeated visits and key inaugurations reinforced the message that the region is moving beyond a conflict-centric narrative toward stable governance, connectivity, and inclusive development.”

As 2025 draws to a close, Prime Minister Narendra Modi’s engagement with Jammu and Kashmir emerges as one of the most consequential chapters in the region’s contemporary history. The year witnessed a decisive blend of infrastructure breakthroughs, renewed democratic assurances, cultural symbolism, security resolve, and sustained outreach to youth and women—collectively shaping a narrative of transition from uncertainty to consolidation. Through multiple visits, landmark inaugurations, and high-impact policy announcements, the Prime Minister reiterated that Jammu and Kashmir is no longer viewed through the narrow lens of conflict management but as an integral contributor to India’s national development and global standing.  The year under review reflected the Centre’s attempt to institutionalize peace through connectivity, governance, and participation, while maintaining an uncompromising stance on security.

A Symbolic Year-End|Sonamarg Tunnel, The Spirit Of Resolve: The year concluded on a powerful note with Prime Minister Modi inaugurating the Sonamarg (Z-Morh) Tunnel, a long-pending infrastructure project that promises to transform winter connectivity between Kashmir and Ladakh. Addressing a gathering amid snow-clad mountains, Modi began by paying tribute to the labourers who worked in extreme and often life-threatening conditions to complete the tunnel. Acknowledging the sacrifices made, he said that their determination represented the true spirit of nation-building. He also condoled the deaths of seven workers who lost their lives during construction, underscoring the human cost behind monumental development. “Despite the challenges, our resolve did not waver,” the Prime Minister said, remarking that the project stood as a testament to India’s willpower in overcoming geographical and climatic barriers. The tunnel, whose actual construction began in 2015 after the present government came to power, fulfills a decades-old demand of the people of Sonamarg, Kargil, and Leh.  It ensures all-weather connectivity by reducing the disruptions caused by avalanches, heavy snowfall, and landslides—conditions that frequently cut off the region during winter months. Beyond convenience, Modi emphasized the tunnel’s life-saving potential, pointing out that uninterrupted access to hospitals, essential supplies, and emergency services would significantly reduce hardships faced by residents. “You can believe it for sure—this is Modi. When promises are made, they are fulfilled,” he asserted, adding that development follows a natural timeline and that the right work happens at the right time.

Reconnecting With Kashmir|Memory, Emotion, Cultural Affinity:  During the Sonamarg event, the Prime Minister struck an emotional chord by reminiscing about his earlier days when he frequently visited Kashmir as a party worker.  He recalled walking for hours through Sonamarg, Gulmarg, Ganderbal, and Baramulla, covering long distances on foot. Despite harsh winters and heavy snowfall, he said, the warmth and hospitality of the people made the cold unnoticeable. He also mentioned that recent photographs shared by the Chief Minister of Jammu and Kashmir on social media had increased his eagerness to visit the Valley once again. Highlighting the ongoing 40-day Chillaikalan period, Modi praised the resilience of Kashmiris, noting that the harsh season now also brings opportunities for winter tourism. Sonamarg, he said, has emerged as a major attraction for visitors seeking snow experiences, contributing to local livelihoods.

Festive India, Inclusive Messaging: Calling the day of the Sonamarg inauguration “special,” the Prime Minister drew parallels between Kashmir and the rest of India, highlighting the commencement of the Mahakumbh in Prayagraj and festivals such as Lohri, Makar Sankranti, Uttarayan, and Pongal being celebrated across the country. By weaving Kashmir into the national festive narrative, Modi reinforced the idea of cultural integration and shared national identity.

June Milestone |Foundation Of ₹15,00 Cr Worth 84 Developmental Projects: One of the most significant moments of the year came in June, when Prime Minister Modi, during his two-day visit to Kashmir assured statehood and laid foundation for 84 developmental projects worth ₹15, 00 Crores. Addressing a major gathering at the Sher-i-Kashmir International Conference Centre (SKICC) after inaugurating and laying the foundation stone of 84 developmental projects worth ₹1,500 crore, the Prime Minister described democratic restoration as a central priority. “There’s nothing better than people choosing their representatives and solving their problems through democracy,” he said, adding that preparations for elections were already underway. The assurance of statehood was accompanied by a warning to forces opposed to peace. Modi said that recent terror incidents were being taken very seriously and that strong action would be taken against enemies of Jammu and Kashmir.

“From major connectivity projects to renewed focus on elections, youth, and tourism, the year reflected a steady shift toward normalcy and confidence. Together, these developments positioned Jammu and Kashmir at the threshold of a new phase defined by peace, participation, and progress.”

 

Security With Sensitivity: Throughout the year, Prime Minister Modi maintained a firm but measured stance on security. Referring to recent terror attacks, he described them as desperate attempts to derail development and disrupt peace. During his first visit to Kashmir after assuming office for a third term, Modi vowed unwavering commitment to safeguarding the region’s future. He highlighted close coordination between the Union Home Ministry and local administration, stressing that terrorism would not be allowed to regain ground. His message was consistent: peace is non-negotiable, and development cannot coexist with violence.

Youth At The Centre Of Change: A recurring theme across Modi’s engagements was the role of youth in shaping the future of Jammu and Kashmir. He lauded their enthusiastic participation in the Lok Sabha elections, calling it a powerful endorsement of democracy. At the “Empowering Youth, Transforming J&K” event, he emphasized that every rupee of central assistance was dedicated to the welfare of the people. He distributed appointment letters to newly recruited government employees, noting that around 40,000 jobs had been filled in the last five years. He also interacted with young achievers, highlighting start-ups, sports talent, and innovation as emerging strengths of the region.

Railway Revolution|Kashmir Joins National Rail Map: Perhaps the most historic development of the year was the dedication of the Udhampur-Srinagar-Baramulla Railway Link (USBRL) to the nation. Addressing a massive gathering at Katra, Prime Minister Modi described the moment as the realization of a long-cherished dream—connecting Kashmir to the rest of India by rail. Spanning over 345 kilometers, the project cuts through rugged mountains, deep valleys, and seismic zones. It features 36 tunnels stretching over 119 kilometers and 943 bridges, making it one of India’s most challenging engineering endeavors.

Chenab, Anji Bridges| Engineering Icons:  At the heart of the USBRL project lie two engineering marvels—the Chenab Bridge and the Anji Bridge. Standing 359 meters above the Chenab River, the Chenab Bridge is the world’s highest railway arch bridge, taller than the Eiffel Tower. Modi described it as a symbol of India’s strength, resolve, and technological capability. The Anji Bridge, India’s first cable-stayed rail bridge, complements the project by enabling safe rail passage through difficult terrain. “These are not just bridges of steel and concrete,” Modi said. “They are symbols of a new India.”

Launch Of Vande Bharat For Faster Mobility : The year also saw the flagging off of Vande Bharat Express trains between Shri Mata Vaishno Devi Katra and Srinagar, reducing travel time and offering modern rail services to residents, tourists, and pilgrims alike.

Tourism Revival , Global Attention: Tourism featured prominently throughout the year, with Modi citing over two crore tourist visits—a record that significantly boosted the local economy. From hosting the G20 Summit to international sports events, yoga celebrations, and cultural festivals, Kashmir regained global attention as a peaceful destination.

International Yoga Day| A Spiritual Statement:  The 10th International Day of Yoga, celebrated at SKICC in Srinagar amid rain, saw participation from tens of thousands. Modi praised the resilience of participants, particularly young girls who remained steadfast despite harsh weather. Calling Jammu and Kashmir the land of “Yog and Sadhna,” he emphasized yoga’s role in personal and societal harmony.

Agriculture, Women, Inclusive Growth: The Prime Minister launched the Competitiveness Improvement in Agriculture and Allied Sectors Project (JKCIP) worth ₹1,800 crore, aimed at transforming agriculture and horticulture. He highlighted initiatives such as Krishi Sakhi and Namo Drone Didi, empowering women through training, technology, and income generation. Over 1,200 women have already been engaged as Krishi Sakhis, contributing to agricultural productivity and rural livelihoods.

Sports, Skill Development: Modi emphasized Kashmir’s emergence as India’s winter sports capital, citing the successful Khelo India Winter Games and the establishment of nearly 100 Khelo India centres. Around 4,500 youth are undergoing training for national and international competitions, reflecting growing opportunities in sports.

Historical Narrative|National Integration: During Rashtriya Ekta Diwas celebrations, Modi revisited historical decisions related to Kashmir, asserting that past political choices had delayed full integration. He emphasized that the Constitution of India now fully applies to Jammu and Kashmir, ensuring equal rights, representation, and opportunities.

Year of Consolidation, Confidence: As the year concludes, Prime Minister Narendra Modi’s Kashmir outreach reflects a phase of consolidation—where promises made over the past decade are translating into tangible outcomes. From tunnels through snowbound mountains to bridges across deep valleys, from ballots replacing bullets to festivals replacing fear, the year marked a decisive shift. With Assembly elections and statehood restoration on the horizon, the coming year will test the durability of these changes. But as this year-ender shows, the foundations—both physical and democratic—have been firmly laid. Jammu and Kashmir, once defined by uncertainty, now stands at the threshold of a new chapter—anchored in peace, development, democracy, and dignity.

Kashmir Horizon View: As the year draws to a close, Prime Minister Narendra Modi’s sustained engagement with Jammu and Kashmir stands as a defining marker of a region in transition—moving steadily from uncertainty toward consolidation, confidence, and continuity.  The developments witnessed over the past year suggest that Jammu and Kashmir is no longer being addressed through episodic interventions, but through a structured, long-term framework that seeks to integrate governance, connectivity, security, and democratic participation into a single developmental vision. From the inauguration of the Sonamarg Tunnel to the dedication of the Udhampur-Srinagar-Baramulla Railway Link, infrastructure emerged not merely as a tool of mobility but as a symbol of inclusion.  These projects have reduced physical isolation, strengthened access to healthcare and education, and enhanced economic opportunities, especially in regions long affected by harsh weather and geographical constraints. Roads, tunnels, bridges, and railways have together reshaped the region’s relationship with the rest of the country, reinforcing the idea that development and dignity are inseparable. Equally significant was the renewed emphasis on democracy. The assurance of Assembly elections and the commitment to restoring statehood marked a critical moment in the political journey of the Union Territory.  Security remained a central pillar of the year’s narrative. The government’s firm stance against terrorism, coupled with sustained administrative vigilance, underscored the belief that peace is a prerequisite for progress. While challenges persist, the consistent message from the highest level of leadership was clear: violence will not be allowed to disrupt development or destabilize the future of Jammu and Kashmir. The year also witnessed a noticeable cultural and social revival. Tourism reached record levels, global events returned to the Valley, and everyday life regained a sense of normalcy. From bustling markets in Srinagar to international yoga celebrations and winter sports events, public spaces reflected renewed vibrancy. These developments not only strengthened the local economy but also reshaped national and international perceptions of the region.
