Srinagar: This week Lieutenant Governor Manoj Sinha visited Kathua and Samba, marking a decisive step in the Union Territory’s ongoing efforts toward post-disaster rehabilitation and inclusive development. During his visit, the Lieutenant Governor laid the foundation stone for the construction of 449 new homes for families affected by recent natural calamities, signaling the administration’s firm commitment to providing dignified, safe, and modern living spaces to vulnerable citizens. The initiative is being executed with the support of the High-range Rural Development Society (HRDS India), which will not only finance the construction but also ensure modern amenities, insurance coverage, and long-term maintenance for the beneficiaries.
Post-Disaster Rehabilitation In Focus: In Kathua district, 344 houses that were completely devastated during the August floods will be reconstructed at a total cost of Rs. 34 crore. Samba district will witness the rebuilding of 105 homes damaged during recent flash floods, with a sanctioned cost of Rs. 10.50 crore. The homes are designed as three-bedroom, pre-fabricated “Smart Houses,” combining modern construction techniques with resilience to future climatic challenges. These technologically advanced structures will feature boundary walls, cowsheds, and essential facilities, while HRDS India will provide free life insurance for 15 years, annual health check-ups, and maintenance for five years, ensuring long-term security and well-being for the affected families.
LG Sinha Highlights Collective Responsibility: Addressing the gathering, LG Sinha commended HRDS India for their support and lauded their partnership with the UT administration in ensuring that the housing initiative would reach every deserving family. “Unity is strength. Collective action can surmount challenges which appear unconquerable, and we have witnessed this spirit during the crisis in August this year. Welfare of the people of J&K is our top priority. We are committed to serve them and fulfill all their aspirations,” he said. The Lieutenant Governor emphasized that the administration has directed the district authorities to ensure inclusion of all genuine beneficiaries, leaving no deserving family behind.

Special mention was made of financial assistance already disbursed to affected families—Rs. 8.22 crore in Kathua and Rs. 1.38 crore in Samba—underscoring the government’s proactive and immediate response to citizens’ needs. The Lieutenant Governor also inaugurated an Indoor Sports Stadium in Kathua during his visit, signaling the administration’s broader focus on youth engagement, recreation, and holistic development. The facility, complemented by outdoor basketball and volleyball courts, has been constructed through a partnership between the District Administration Kathua and corporate entities.
