Emphasis Laid on Transparency, Efficiency, Strengthening of Cooperative Institutions in Distt

Budgam : District Development Commissioner (DDC) Budgam Dr. Bilal Mohi-Ud-Din Bhat Tuesday chaired the 3rd meeting of the District Level Implementation and Monitoring Committee (DLIMC) to review the progress of the Computerisation of Primary Agricultural Credit Societies (PACS) across the district.
The meeting was attended by the Deputy Registrar Cooperative Societies Budgam, Additional Managing Director J&K State Cooperative Bank, and the Assistant Registrar Cooperative Societies Budgam, along with other concerned officers.
During the meeting, it was informed that 24 new Multi-Purpose Agricultural Credit Societies (MPACS) have been established in Budgam district, of which 10 MPACS have been identified for coverage under the PACS Computerisation Project.
Officials further briefed that under the scheme, dedicated IT hardware including computers, printers, scanners, biometric devices, and networking equipment is being provided to eligible PACS to enable seamless digital transformation.
During the meeting , the DC laid emphasis on ensuring that the computerisation initiative leads to greater transparency, accountability, and operational efficiency across cooperative institutions.
The DC said that, the shift to digital systems will not only enhance financial management but also ensure real-time record keeping, allowing PACS to function more efficiently and with improved service delivery.
He stressed that the project must translate into enhanced access to credit, faster processing, and better outreach to farmers and rural communities, enabling them to benefit more effectively from cooperative services.
The DC further underlined that stakeholder coordination, timely installation of equipment, and capacity building of PACS staff must be ensured so that the objectives of the project are achieved within set timelines.
He directed for accelerated implementation, regular technical monitoring, and stringent oversight to ensure full digital readiness of identified PACS across Budgam district.
The DC said that the computerization project, once fully realized, is expected to significantly strengthen the cooperative credit structure in Budgam, bringing long-term benefits to rural households, farmers, and small borrowers.
