DDC B’gam Reviews Progress Under Distt Capex Budget

Dr Bilal exhorts for Expedited Execution, Timely Completion of All Ongoing Works

Budgam : District Development Commissioner (DDC) Budgam, Dr. Bilal Mohi-ud-Din Bhat Monday chaired a comprehensive review meeting to assess the physical and financial progress of developmental works being executed under the District Capex Budget 2025-26, Centrally Sponsored Schemes (CSS) and the UT Sector.
The meeting, held in the Conference Hall of the DC Office Complex, was attended by senior officers, sectoral heads and engineers of all departments.
During the meeting, detailed sector-wise progress was presented. The R&B sector informed that 100 ongoing works had been taken up, out of which 94 have been completed, while 80 new works stand approved, 76 tendered, 70 allotted, and 57 started, with 50 already completed.
Financially, more than ₹1574 lakh has been released for execution across multiple heads.
The Hydraulic (Jal Shakti) Circle Budgam informed that all 8 ongoing works have been completed. Under new works, 21 projects have been approved, all are tendered, 20 allotted, and 13 started. An expenditure of over ₹26 lakh has been incurred on new works, while nearly ₹15 lakh has been utilised under ongoing schemes.
The Rural Development Department highlighted one of the highest workloads in the district with 2694 works approved under District Capex. It was informed that out of these, 2586 have been tendered, 2264 allotted, 2070 works have started, and 1591 stand completed, supported by financial releases exceeding ₹2455 lakh.
Similarly, a block-wise review across Beerwah, BK Pora, Budgam, Chadoora, Charar-e-Sharief, Khag, Khansahib, Nagam, Narbal, Pakherpora, Parnewa, Rathsun, SK Pora, Soibugh, Sukhnag, Surasyar and Waterhail revealed that 1780 ongoing works had been undertaken and 1772 completed, with expenditure surpassing ₹506 lakh out of ₹646 lakh released.
While reviewing the overall progress, the DDC emphasised that the pace of work must be further accelerated. He said that timely execution is critical for ensuring service delivery at the grassroots level, and delays must be avoided at all stages. The DDC stressed that both physical and financial targets must be met within the stipulated timelines, particularly in view of the current working season.
He said that all departments should maintain strict coordination, ensure quality adherence, and resolve bottlenecks without delay. It was further directed that officers must ensure optimum utilisation of funds released under District Capex, CSS and UT Sector schemes.
He insisted that regular field monitoring, prompt reporting, and timely tendering/allotment remain essential for improving overall developmental outcomes in the district.
The DDC also remarked that departments must maintain transparency and accountability in every stage of project execution, adding that citizens expect efficient delivery of infrastructural and public welfare works.
He also directed officers to keep him regularly updated regarding progress and ensure that pendency is removed through focused intervention.
Besides JD planning budgam , SE Hydraulics circle budgam , SE R&B Budgam, ACD/ACP budgam, CEO MC budgam, all District officers , all BDOs, EOs of all MCs were present in the meeting.
