Jammu: Army, Civil Admin forge “One Team” strategy for regional security

Jammu | :  The Military Civil Fusion Capsule (MCFC) commenced Wednesday with an inaugural session at the Tiger Division, Jammu where the General Officer Commanding, Tiger Division welcomed the gathering.

The capsule, scheduled from 15th to 29th October, underscores the critical role of synergy among the Armed Forces, Civil Administration and Security Agencies in ensuring stability and progress in the region.

The MCFC aims to deepen institutional collaboration, extending beyond strategic levels to the grassroots governance, which is crucial in addressing multidimensional challenges such as conventional security threats and emerging issues in the cyber and social domains.

The initiative brought together all key stakeholders — including the Armed Forces, Central Armed Police Forces (CAPFs), Police, Civil Administration, Academia and Media — in a unified effort to strengthen coordination and cooperation across institutional and functional levels.

The capsule is being attended by academicians from IIT and IIM Jammu, and officials from multiple civil departments such as the Public Welfare Department, Rural Development, Flood Control, Information, Jal Shakti, Health, Education & Social Welfare, Youth and Sports, among others. Officers from the District Administrations of Jammu, Kathua and Samba are also participating, reflecting the region’s commitment to strengthening civil–military synergy at all levels. Veterans and officials of the Zila Sainik Boards joined the proceedings, symbolising the continued contribution of the ex-servicemen community in fostering unity and nation-building.

The Indian Army and Indian Air Force are leading the military participation, while the BSF, CRPF and JKP represent the Paramilitary and Police forces. MCFC sessions are being conducted across various departments throughout Jammu, encompassing activities from the grassroots level to the highest administrative echelons. The capsule seeks to achieve synergy among all stakeholders through close coordination, cross-establishment visits and lectures by eminent speakers and dignitaries.

On the opening day, speakers highlighted Jammu’s seven decades of exemplary cooperation between military and civil institutions — fostering confidence, coordination and resilience among the people. Citing Operations SINDOOR, RAHAT and SANJY, where joint efforts saved lives and restored infrastructure, they emphasised that fusion and collective action are the keys to regional progress.

The event aims to refine and replicate models of cooperation beneficial to the nation. Warm appreciation was extended to all participants for reaffirming their commitment to unity, service and the “Whole-of-Nation” approach, which continues to define Jammu’s enduring legacy as the Gateway to Jointness.
