Minga directs grassroots planning, nomination of officers for identified villages, saturation of key interventions

Baramulla: Deputy Commissioner (DC) Baramulla, Minga Sherpa, Monday chaired a meeting at Dak Bungalow, here for the implementation of the Vibrant Villages Programme 2.0 (VVP-II) in the district.
During the meeting, it was informed that 18 strategic villages in the border areas of Baramulla district have been identified under VVP-II for targeted and holistic development.
The programme aims at achieving the saturation of 10 key interventions, encompassing livelihood generation, financial inclusion, infrastructure strengthening, skill development, tourism promotion, education and other crucial sectors to uplift border and remote habitations.
Speaking during the meeting, DC emphasized that VVP-II is not just a developmental initiative but also a strategic effort to ensure inclusive growth in border villages, thereby integrating them more closely with mainstream progress.
Highlighting the importance of grassroots planning, DC instructed all concerned departments to nominate dedicated officers for 18 identified villages who will be tasked with conducting baseline surveys and village assessments to identify infrastructural gaps and prepare comprehensive development plans in coordination with local communities.
Minga Sherpa further directed the appointed Nodal Officer to ensure proper training of these members so that the planning and execution process remains efficient, and need-based.
Meanwhile, DC directed that the concerned department shall host cultural festivals, outreach activities, and Gram Sabhas in all identified villages to generate awareness among people about the beneficiary schemes and benefits available under the programme.
Stressing on transparency, DC directed all officers to ensure that field-level data submitted must be accurate and free from discrepancies, as this would form the foundation for effective planning and timely execution of interventions.
The meeting was attended by the Chief Planning Officer Baramulla, Nisar Ahmad; Sub-Divisional Magistrate Uri, and other district and sectoral officers.
