New Delhi | Aug ,21 : Union Home Minister Amit Shah is set to propose a motion in the Rajya Sabha to establish a Joint Committee of the Houses focused on three significant bills.

The bills aim to amend the Constitution of India, the Government of Union Territories Act, 1963, and the Jammu and Kashmir Reorganisation Act, 2019. The motion suggests that the Deputy Chairman nominate ten members from the Rajya Sabha to participate in the committee, which will review the proposed amendments and offer recommendations. In addition to this motion, various ministers will present reports from their respective departments, including the Ministry of Culture and the Ministry of Environment, Forest and Climate Change. Reports from the Department-related Parliamentary Standing Committees on Chemicals and Fertilizers, Labour, Textiles and Skill Development, and Social Justice and Empowerment will also be laid before the House.

The Bharatiya Janata Party (BJP) has issued a three-line whip to its Rajya Sabha members, urging their attendance to support the government’s position. Recent parliamentary sessions have been marked by disruptions, particularly regarding opposition calls for a debate on the Special Intensive Revision of electoral rolls in Bihar. On the legislative front, the IIM (Amendment) Bill was passed in the Rajya Sabha, and three new bills, including a constitutional amendment bill, were introduced in the Lok Sabha. The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, aims to facilitate the removal of any minister detained for 30 days on serious charges, with provisions for reappointment after release, thereby introducing a mechanism for accountability among elected officials.
