Srinagar|Aug,14 : The Jammu and Kashmir Government has terminated the employment of Farooq Ahmad Najar, an employee of the Irrigation and Flood Control Department, due to his involvement in a narcotics case. Najar, who served as Orderly-cum-Chowkidar in the Irrigation Division Tral, was arrested in November 2024 for possession of 6.5 grams of brown sugar, leading to his judicial custody until December 2024.
According to an order issued by the J&K Jal Shakti Department Najar the employee was suspended following his arrest on charges under the J&K Civil Services rules. An inquiry conducted by an officer revealed that he had failed to uphold the expected conduct of a government servant and was engaged in activities harmful to public welfare. The inquiry report emphasized that such actions jeopardize the lives of vulnerable individuals, particularly youth, and contribute to crime and social instability. It concluded that Najar’s conduct violated the J&K Employees Conduct Rules, 1971, and posed a significant risk to societal well-being.
On July 30, the Chief Engineer of the Irrigation and Flood Control Department endorsed the inquiry officer’s recommendations for Najar’s dismissal. Consequently, on August 14, the Financial Commissioner of the Jal Shakti Department, Shaleen Kabra, issued an order dismissing Najar from service under Article 311(2) of the Constitution of India, also disqualifying him from any future government employment.
