Srinagar | : In a landmark decision 316 Class IV employees (Confirmed Contingent Paid Workers – CPWs) under the School Education Department in Kashmir have been notionally regularized with effect from 16 October 2008. This long-pending demand was formally addressed on 12 July by the Director of School Education Kashmir (DSEK).
As per the official order, while the monetary benefits will be provided prospectively, the notional regularization from 16-10-2008 restores both administrative justice and the dignity of hundreds of workers who had served without formal status for more than a decade. This development marks the end of a 14-year struggle for these employees, who have long faced uncertainty despite their committed service. Nisar Ahmad Itoo, President of the Provincial Class IV Union and the lead petitioner behind this legal and administrative campaign, expressed deep gratitude Secretary, School Education Department, J&K, Dr. G.N. Itoo, Director, School Education Kashmir , Rifat Qadri Deputy Legal Remembrancer and Syed Mubashira, Chief Accounts Officer. Itoo specifically lauded their “empathetic understanding of ground realities” and “administrative will” that turned a long-standing grievance into a moment of justice. He also thanked prominent leaders from employee welfare bodies for their unwavering support including Jeelani Naik, President, Jammu & Kashmir All Departmental Clerical Staff Association (JKADCSA) Basharat Saleem, Provincial President and School Education Non-Teaching Employees Federation (SENTEF) . “This order is not just an administrative notification—it is a victory of lawful struggle, dedication, and the power of unity,” said Itoo.
