Jammu : Deputy Commissioner Jammu Sachin Kumar Vaishya, chaired a meeting Thursday to assess the functioning of the Labour Department in the distt, with a strong focus on the implementation of labour laws, formal registration of workers and employers and the extension of welfare benefits to the unorganised workforce.
The meeting was attended by Sub Divisional Magistrates, Additional Commissioner Revenue Dr Rajesh Kumar, Assistant Commissioner Development Danish Rasool, Assistant Labour Commissioner Jammu Rupali Jasrotia, Labour Officer Shivika Sharma and concerned officials from other deptts.
Deputy Commissioner underlined the vital role of the Labour Department in protecting the rights of workers and ensuring that legislative measures aimed at improving working conditions, safety standards and social security are fully enforced. He reiterated the administration’s commitment to the welfare of both organised and unorganised workers, calling for strict compliance with provisions under the Contract Labour Act, Inter-State Migrant Workmen Act, Shops & Establishments Act, and the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act.
The DC stressed the need for the timely registration of all employers and contractors operating within the distt to ensure that eligible workers are covered under various welfare schemes. He instructed that all labourers, especially those engaged in the construction and unorganised sectors, must be registered under platforms such as the e Shram portal, enabling them to access government-backed benefits like health insurance, accident cover, educational support for their children, and pension schemes. He noted that formalising such registrations would serve as a cornerstone in bringing thousands of informal workers under the social security net.
Further, the Deputy Commissioner directed SDMs to utilise their magisterial powers effectively to ensure better enforcement of labour laws, streamline the registration process, and improve the collection of cess under the Building and Other Construction Workers Welfare Cess Act.
He also emphasized that the children of registered workers should not be deprived of educational opportunities, and instructed the concerned to coordinate with the Education and Social Welfare Deptts to ensure holistic support to beneficiary families.
The meeting also reviewed current data on worker registrations, welfare scheme disbursements, and compliance levels across various establishments. The DC commended the Labour Department for its outreach efforts, including awareness drives and coordination with industry stakeholders, and stressed the need to further expand coverage through digital platforms and field-level verification.
Concluding the meeting, the Deputy Commissioner reaffirmed the administration’s resolve to build a transparent and worker-friendly labour ecosystem in the distt. He called upon all officers to act with sensitivity and urgency to uplift the labour force, ensuring that no eligible worker is left behind.
