“During the Passing-Out Parade at the Sher-e-Kashmir Police Academy, LG Sinha announced major changes for the Jammu and Kashmir Police, the Indian Army, and Central Armed Police Forces. He emphasized giving them a “free hand” to combat terrorism, framing it as a war and shifting India’s approach from law enforcement to national defense against ongoing terrorist threats. It represents a transition from a law-and-order strategy to a national defense perspective—where the political, military, and administrative systems regard terrorism not as an isolated crime but as an ongoing asymmetrical conflict.”

In a bold policy shift that signals India’s evolving posture on internal security, Lieutenant Governor Manoj Sinha declared that any future terrorist attack in Jammu and Kashmir will be treated as an “act of war.” Speaking at the Passing-Out Parade of the 17th Batch of Deputy Superintendents of Police (Dy SPs) and the 26th Batch of Police Sub-Inspectors (PSIs) at Sher-e-Kashmir Police Academy (SKPA), Udhampur, Sinha announced a complete paradigm shift—empowering Jammu and Kashmir Police, the Indian Army, and Central Armed Police Forces (CAPFs) with a “free hand” to eliminate the terror ecosystem. “This reflects our uncompromising stance,” he said, while addressing 50 DySPs and 1,112 PSIs—marking the first police batch trained under India’s reformed criminal laws. LG Sinha’s framing of terrorism as an act of war marks a significant evolution in India’s internal security doctrine. It symbolizes a shift away from a law-and-order approach toward a national defence outlook—where the political, military, and administrative apparatuses treat terrorism not as episodic crime but as a persistent asymmetrical war.

Shoorveers for a New Kashmir; The Moral Fabric of Policing: Lieutenant Governor didn’t merely confer authority—he articulated a philosophy. Urging new recruits to be guided by truth, justice, and Dharma, Sinha invoked the Mahabharata’s Arjuna to emphasize the moral and spiritual underpinnings of law enforcement. “In moments of doubt, remember your duty—to truth, to justice, to the people. Uphold these values as Arjuna did in the battlefield,” he said. The newly inducted officers are seen as a generational force—not only to enforce law and order but to uphold the soul of a transforming Union Territory. This emphasis on ethics and Dharma, particularly in a region long defined by mistrust and violence, aims to redefine the moral legitimacy of the police force in the eyes of the people. It is a call to build not just competent officers but moral sentinels.

Tech-Driven Vigilance: Policing In The Digital Age: Sinha underscored the need for next-generation policing to keep pace with emerging threats: cybercrime, digital fraud, and dark web activities. “Criminals have adapted with technology—so must we. Embrace Artificial Intelligence and smart tools to enhance threat detection and response,” he said. The emphasis was on a hybrid security architecture where HUMINT (human intelligence) and TECHINT (technical intelligence) must converge, supported by grassroots vigilance and strong inter-agency coordination. This approach envisions a more agile, data-driven police force equipped to combat 21st-century threats.

Eradicating Terror at the Roots; Targeting OGWs, Infra:  With a renewed resolve, Sinha laid down a zero-tolerance framework against Over Ground Workers (OGWs), financial networks, and logistical enablers of terrorism. “Total eradication is the goal. We must dismantle the entire support web that sustains militancy in any form,” he asserted. This holistic dismantling of the terror ecosystem is a vital evolution from reactive responses to proactive disruption. The goal is not only to eliminate terrorists but to disrupt the breeding ground that enables their rise.

Investing in Strength; Training, Community, Family: The training curriculum for new officers included modules on counter-insurgency, human rights, artificial intelligence, and the new criminal code. Sinha praised the dedication of the SKPA staff and acknowledged the role of families in shaping committed officers. “Behind every officer stands a family that has made sacrifices. Their contribution to nation-building must be celebrated,” he said. This recognition of social support systems reflects an evolved governance ethos—one that values emotional infrastructure as much as physical readiness.

Development As Deterrence; Gurha Slathia’s Story of Transformation: In a contrasting tone of constructive governance, Sinha also laid the foundation stone of a 500-seat auditorium and school upgrades at Government Higher Secondary School, Gurha Slathia in Samba—projects entirely funded through local charity. “When I visited in February, the youth demanded an auditorium. Instead of waiting for budget approvals, I sought help from local saints and the community. Today, we fulfill that promise,” he said. Sinha also announced a sports facility and pledged to make the school technologically advanced. His emphasis was clear: “Education shapes regional destiny. Investment in youth infrastructure is the cornerstone of inclusive development.” This model of development by charity underscores a bottom-up governance approach, where community aspirations are quickly translated into tangible outcomes. It signals a more decentralized, responsive administrative system.

Education, Equity, Empowerment; Samba’s Rise: LG Sinha outlined transformative changes under the National Education Policy (NEP) 2020. “We’ve brought back thousands of out-of-school children and ensured rural education equity. A region once considered remote is now a beacon of growth,” he noted. The Lieutenant Governor commended Samba’s industrial and infrastructure growth, especially in border areas. “Strong border areas protect the country’s core. They are not margins but our first line of defense,” he said. From better schools to fast-paced industrialization, Samba represents the kind of inclusive, security-led development Sinha advocates. This regional transformation, driven by education and industrial planning, sets a replicable model for other border districts.

Reimagining Kashmir; Narratives Beyond Conflict: At a separate event in New Delhi, LG Sinha launched Reimagining Jammu & Kashmir, a coffee table book by photojournalist Ashish Sharma. “This photographic journey documents our rebirth since the abrogation of Article 370. Jammu and Kashmir has reclaimed its identity as a paradise,” he said. He emphasized two dates that altered J&K’s course—5 August 2019, the day Article 370 was revoked, and 6 June 2025, when Kashmir was physically connected to Kanyakumari. “My vision from day one was clear—we do not buy peace; we establish it. Our motto is simple: don’t harass the innocent, and don’t spare the guilty.” The coffee table book serves not just as a visual document but as a symbol of a new socio-political narrative—one that moves away from grievance and towards growth.

A Culture Of Confidence: LG Sinha’s governance doctrine links peace not solely to counter-terrorism operations but to the culture of confidence created by prosperity.  “Stability and growth are the twin engines of real security. A well-educated, employed, and empowered society is the greatest deterrent against conflict,” he said in an interaction with local youth. Programs focused on skill development, entrepreneurship, and digital empowerment are being scaled across J&K. These initiatives ensure that youth in Kashmir and Jammu are not only protected but prepared to lead.

His governance approach includes both military strength and educational initiatives, promoting peace through justice, opportunity, and unity. A Legacy In The Making: Lieutenant Governor Manoj Sinha’s leadership in Jammu and Kashmir represents a new archetype of governance—firm on national security, flexible in social engagement, and futuristic in development vision.  His twin-pronged strategy—relentless crackdown on terrorism and systemic investments in education, infrastructure, and youth—offers a comprehensive approach to conflict resolution and regional transformation. This vision rejects tokenism. It recognizes that true peace comes from dismantling fear and constructing opportunity. By integrating spirituality with statecraft, and hard power with human capital, Sinha is scripting a new story for J&K. If sustained and institutionalized, his doctrine may well become a national template—showing how troubled regions can be reclaimed not just by force, but by faith, fairness, and forward thinking.  LG Manoj Sinha’s strategic vision into sustained, ground-level impact requires a three-tiered approach: institutional resilience, community partnership, and narrative reconstruction. First, institutional capacity must be continuously strengthened. This means modernizing policing not only with artificial intelligence and cyber tools but also through emotionally intelligent training that emphasizes ethics, human rights, and cross-cultural sensitivity. Security forces in Jammu & Kashmir must remain nimble, tech-enabled, and community-rooted. Second, there must be a deeper alignment between developmental investments and security imperatives. Every new school, industrial park, and sports facility must be mapped not just as a standalone project but as a node in a broader stability matrix. District administrations should be incentivized to design local development models that combine economic stimulation with conflict mitigation. Third, the government must sustain a consistent, credible information campaign to alter perception both inside and outside the region. International media, diasporas, and civil society actors should be engaged to project Jammu & Kashmir’s transformation with transparency and confidence. The narrative needs to evolve from one of fragility to one of possibility. The administration must also facilitate structured feedback loops—town halls, youth parliaments, and citizen-report cards—to ensure governance is not just top-down but horizontally accountable. Programs like “Back to Village” must evolve into platforms for participatory democracy, bridging the state-citizen divide. Lastly, investments in tourism, education, and entrepreneurship must be seen not merely as economic levers but as peace-building instruments. The more empowered the youth, the narrower the recruiting pool for extremist ideologies. Real change will occur when J&K’s young people become ambassadors of the new narrative.
