Jammu: Police in Jammu on Monday said that In a significant breakthrough, a court in Jammu attached property worth approximately ₹2.22 crores under the BNSS Act in connection with a high-profile fraud case through Tehsildar Bahu. The accused, Harpreet Singh, impersonated a Lieutenant Colonel of the Indian Army to deceive innocent individuals by promising them jobs in MES, MOD, and DRDO.
In a statement issued from the District Police Office Jammu, Police said that the attached property was seized after extensive investigation into the fraud involving Harpreet Singh, Stating therein that the accused had duped several individuals by promising them jobs in the military and related departments, resulting in the loss of crores of rupees to innocent victims.
“On 6th November 2024, complainant Arun Sharma S/O Sh. Darshan Kumar R/O Kandoli Nagrota, Tehsil Nagrota District Jammu lodged a written complaint alleging therein that accused Harpreet Singh S/O Late Surinder Paul Singh R/O Chhani Dewano Pallanwala Tehsil Khour District Jammu impersonated himself as Lt. Colonel of Indian Army, defrauded, cheated, and committed forgery, duping money in crores from the complainant and other candidates on the pretext of providing jobs in MES, MOD, and DRDO”, reads the Police Statement, adding therein that most of the payments were credited to the bank accounts provided by the accused, while some amounts were paid in cash, causing a wrongful loss to the complainant and others, and a wrongful gain to the accused.
Police in this statement further that FIR No. 293/2024 U/S 319(2), 318(4), 336(2), 336(3), 338, 340(2) BNS was registered at Police Station Nagrota, Jammu and during the course of investigation, bank transaction details, email conversations, and other allied documents produced by the complainant were seized, adding therein that Statements of the complainant and other witnesses were recorded under Section 180/BNSS.
Stating that on 7th November 2024, accused Harpreet Singh was arrested following which the bank account statements were obtained and thoroughly analyzed, revealing a total amount of Rs. 2,39,55,500/ received by the accused from the complainants, Police in its statement further said “ further investigation revealed that the accused had used the duped amount to purchase property in the form of a double-story duplex building constructed on eight (08) Marlas of land in Khasara No. 76 Min Khata No. 41 Min Khewat No. 01 Ward No. 52, Channi Bija Tehsil Bahu District Jammu”. Police in its statement further said that the agreement for the property, valued at ₹2.22 crores, was executed between Paramjit Kour (mother of the accused) and Kamaljeet Kour, adding therein that an amount of ₹1.93 crores was paid to Surinder Singh and his wife.
Stating that the amount paid by the accused is considered proceeds of crime and pertains to innocent complainants, Police in its statement further said that approval under Section 107(1) BNSS was accorded by the DPO Jammu, and an application for the attachment of the property was submitted before the Hon’ble Chief Judicial Magistrate, Jammu. Police in its statement further said that Court issued directions on 18th January for the attachment of the property, which was executed on Monday through Tehsildar Bahu, EMIC. Police in its statement further said that Court also issued a show-cause notice to the accused, directing him to explain his position within 14 days regarding why the attached property, which prima facie appears to be proceeds of crime, should not be sold by the District Magistrate.
