“The ministerial colleagues of the Chief Minister are unfortunately tending to follow his footprints and spend most of the time in meetings with the central leaders as if Chief Minister has failed to get an appropriate response on Key public issues from the Central leaders.”

Not only the Chief Minister, his cabinet colleagues and MLAs but opposition leaders also prefer to remain under cameras on social media sites during their field visits in both Kashmir Valley and as well Jammu division but unfortunately the breakdown in the delivery of public services heads to no dead end in any part of Kashmir Valley or Jammu. Inspection of hospitals is usually the job of a Medical Superintendent or at the most those of a Chief Medical Officer of a district but unfortunately the ministers are doing this job under cameras and within fraction of second videos of such field visits by ministers go viral on social media. The ministers could have at the best developed the trend of reviewing facilities at the hospitals and other public services at the suitable spots through video conferences besides seeking detailed weekly or fortnightly reports about the improvement in public services from the Deputy Commissioners of the concerned districts. Similarly the opposition leaders elected in the recently assembly elections  prefer to upload videos with their statements on breakdown of public services in the areas of their jurisdiction just to draw a pleasure from the local populations and bring down the reputation of the Government for both good and bad reasons. While Chief Minister reserves the right to discuss policy issues with the Central leaders particularly the Prime Minister, Home Minister, Finance Minister, Road Transport & Highways Minister and Railway Minister, the ministerial colleagues of the Chief Minister are unfortunately tending to follow his footprints and spend most of the time in meetings with the central leaders as if Chief Minister has failed to get an appropriate response on Key public issues from the Central leaders.

“Had the Chief Minister himself restrained from overstaying in Delhi and remained available himself to the people at the district headquarters on rotational basis as was being done previously by J&K Chief Ministers the incumbent ministers of Jammu & Kashmir Union Territory would have also set the trends of increasing their public contacts in the districts to improve the delivery of public services instead of putting their feet into the shoes of Chief Minister by holding meetings with the Union Ministers in violation of the past practices and precedences.”

Notably ministers of other union territories and states mostly leave it to their Chief Ministers to discuss policy issues with the Central leaders. Experiences of decades have shown that very rarely ministers of states and union territories of the country get invites for discussion on policy issues from the union ministers. This bad practice shows ministers overtaking Chief Minister in discharge of their duties. Had the Chief Minister himself restrained from overstaying in Delhi and remained available himself to the people at the district headquarters on rotational basis as was being done previously by J&K Chief Ministers the incumbent ministers of Jammu & Kashmir Union Territory would have also set the trends of increasing their public contacts in the districts to improve the delivery of public services instead of putting their feet into the shoes of Chief Minister by holding meetings with the Union Ministers in violation of the past practices and precedences.
