Dir PR reviews progress of Panchayat Ghars, CSCs

PCRs directed to resolve issues impeding completion of projects

Jammu : Director Panchayati Raj J&K, Sham Lal on Friday emphasized the urgent need to expedite the construction and maintenance of Panchayat Ghars and Common Service Centres (CSCs) across J&K.
While chairing a meeting with Assistant Commissioners Panchayat (ACPs) and Executive Engineers from the Rural Engineering Wing, Sham Lal asked officers to focus on addressing bottlenecks in infrastructure development and ensuring timely completion of rural community projects.
He was unequivocal about the importance of clearing pending payments to prevent delays in project completion.
The Director stressed that ongoing work on Panchayat Ghars and CSCs is crucial for effective local governance and cannot proceed without resolving financial constraints.
He stressed that work on these projects cannot proceed unless previous payments are cleared, and urged the timely construction of Panchayat Ghars and CSCs.
Sham Lal said these facilities are critical infrastructure for Panchayats, and incomplete work hampers the effective functioning of Panchayat operations. He issued clear directives for handling project challenges, including a strict protocol for site selection.
In cases of disputes regarding the site for any Panchayat Ghar or CSC, Director Panchayati Raj directed to cancel the initial allotment and move a fresh request for approval of a new site as per the prescribed procedure.
He reminded that the Assistant Commissioners Panchayat (ACPs) serve as the Estate Officers of the Panchayati Raj system under PRI Act and possess the authority to resolve issues at the grassroots level.
He urged them to actively utilize their authority to resolve outstanding matters and submit a detailed report on all such cases to his office within the next ten days.
The Director also highlighted the maintenance of key assets like shopping complexes, community halls, community centers, segregation sheds, and CSCs.
