“LG Sinha urged all sections of society to unite and take responsibility in the fight against militancy, emphasizing the importance of collective effort to secure the region’s future. “Militancy ecosystem will be completely neutralized, and militants will be wiped out from Jammu and Kashmir,” he asserted, clearly defining the administration’s unwavering stance on countering militancy. This strong declaration marks the beginning of a comprehensive strategy to dismantle the infrastructure that supports militancy in the region.”

This week Lieutenant Governor Manoj Sinha reaffirmed the nation’s eternal debt to the brave soldiers who sacrificed their lives for the unity, integrity, peace, and progress of India. During his address, Sinha highlighted the dedication of the soldiers who laid down their lives for the betterment of the country and the region of Jammu and Kashmir.  He emphasized that their sacrifices form the foundation upon which the modern, progressive Jammu and Kashmir is being built, a vision that is shared by the people and the government. Sinha stressed that the administration, under his leadership, is working with sincerity and determination to fulfill the dream of a prosperous region, and that their ultimate goal is to carry forward the legacy of these fallen heroes.

Eradicating Militancy; A Firm Resolve to Neutralize Militant Ecosystem: In his speech, Lieutenant Governor Sinha made a resolute pledge to wipe out the militancy ecosystem in Jammu and Kashmir. LG Sinha urged all sections of society to unite and take responsibility in the fight against militancy, emphasizing the importance of collective effort to secure the region’s future. “Militancy ecosystem will be completely neutralized, and militants will be wiped out from Jammu and Kashmir,” he asserted, clearly defining the administration’s unwavering stance on countering militancy. This strong declaration marks the beginning of a comprehensive strategy to dismantle the infrastructure that supports militancy in the region.

Vision Of PM Modi For Accelerated Growth In J&K J&K’s Growth Under the Vision of PM Modi: Sinha also spoke about the remarkable transformation of Jammu and Kashmir over the last several years, highlighting the rapid progress made under the guidance of Prime Minister Narendra Modi. Reflecting on the last 50 months, Sinha noted the significant strides made in development across various sectors, from infrastructure to industrial growth. The vision for a prosperous Jammu and Kashmir UT has been materializing through a series of well-planned reforms and projects aimed at creating a conducive environment for investment and development. The Lieutenant Governor emphasized that in the past four years, the government had made notable progress in accelerating infrastructure development, building industrial-friendly policies, and creating employment opportunities across various sectors.

People-Centric Policies: A Roadmap For Inclusive Growth: The Lieutenant Governor attributed the region’s rapid progress to the people-centric policies and reforms implemented by his administration. He emphasized that the government’s focus on the empowerment of key sectors, including youth, women, farmers, and marginalized communities, has played a pivotal role in ensuring that development reaches all corners of Jammu and Kashmir. Sinha highlighted that these policies have paved the way for inclusive growth, wherein all sections of society are benefitting from the transformative changes taking place. The government’s commitment to strengthening education, health, and economic development is central to the vision of creating a more equitable and prosperous society in Jammu and Kashmir.

Empowering Agriculture; Holistic Agriculture Development Program: An essential focus of the Lieutenant Governor’s address was the agricultural sector. He urged farmers and stakeholders in agriculture and allied sectors to take full advantage of the government’s Holistic Agriculture Development Program. This initiative, which is part of the broader vision to transform the agricultural landscape in Jammu and Kashmir, aims to address several critical issues such as improving productivity, ensuring sustainability, and providing better market access for farmers. The Lieutenant Governor encouraged farmers to avail themselves of the benefits provided under the program, which has been designed to modernize farming practices and enhance agricultural outputs, thereby ensuring the long-term sustainability of the sector.

ADGP Anand Jain’s Update On Crackdown Against Militant Networks: In a parallel development, Additional Director General of Police (ADGP) for Jammu Zone, Anand Jain, updated the media on a massive crackdown aimed at dismantling the militant networks and Over Ground Workers (OGWs) supporting militancy in Jammu and Kashmir. Jain informed the press that a large-scale operation had been underway for several days, focusing on neutralizing the support systems that fuel militancy in the region. The crackdown involves multiple strategies, including arrests, property attachments, and invoking the Public Safety Act (PSA) against individuals involved in militant activities. As of now, one arrest had been made, and investigations are ongoing. Jain made it clear that this was just the beginning, and security forces would continue their efforts until the entire militant infrastructure is dismantled.

Militancy Support Systems Targeted In Jammu, Action Against OGWs And Property Attachments: The ongoing crackdown, spearheaded by the Jammu and Kashmir Police, is focused on targeting individuals and groups that provide logistical, financial, and operational support to militancy. ADGP Jain confirmed that the police had conducted searches at more than 50 locations across Jammu region, dismantling the Over Ground Workers (OGWs) support system. The authorities have initiated property attachments against individuals linked to militancy, particularly targeting those operating from Pakistan or PoK. Seven properties in Kishtwar have already been attached as part of this operation. Jain assured that this aggressive approach would continue until the militant networks are fully eradicated.

Ongoing Investigations; Detaining And Questioning Suspects: The ADGP Jain also provided insight into the ongoing investigations. He confirmed that many individuals, including women, have been called in for questioning as part of the investigation into the recent militant attacks in the region. Jain clarified that investigations are still ongoing and that legal action would be taken against anyone found to have supported or collaborated with militants.  The arrest of Firdaus from Bhaderwah in Doda, who is reportedly connected to a recent militant network, marked the first breakthrough in the operation. Jain assured the public that more arrests are likely to follow as investigations continue. He also mentioned the deployment of a National Security Guard (NSG) component in Jammu to assist in the operations, underlining the high level of preparedness to tackle any security challenges.

Union Home Minister Amit Shah’s Address at the DGP/IGPs Conference: In a significant development, Union Home Minister Amit Shah inaugurated the 59th Directors General of Police and Inspectors General of Police (DGsP/IGsP) Conference 2024 in Bhubaneswar. The event, attended by top police officials from across the country, including the Directors General and Inspectors General of Police from all states and union territories, focused on critical national security issues.  Shah, during the inaugural session, commended the police leadership for their efficient management of the 2024 General Elections and their role in strengthening internal security across various regions, including Jammu and Kashmir. Shah also acknowledged the progress made in tackling security challenges, particularly in the North-East, Left-Wing Extremism (LWE)-affected areas, and Jammu and Kashmir.

New Criminal Laws; A Justice-Oriented Approach to Criminal Justice: A significant part of Amit Shah’s address was dedicated to the new criminal laws introduced in India. He highlighted that the introduction of these laws has shifted India’s criminal justice system towards a more justice-oriented approach, reflecting Indian traditions. Shah emphasized that these reforms aim to provide a balanced approach, focusing not only on punishment but also on ensuring justice for the victims. The new laws are seen as a major step forward in making the criminal justice system more equitable and in line with modern-day expectations.

Security Forces And The Vision Of A ‘Viksit Bharat’ by 2047: In his speech, Union Home Minister Amit Shah reiterated the crucial role that security forces play in realizing Prime Minister Modi’s vision of a ‘Viksit Bharat’ (Developed India) by 2047. He stressed the importance of preparing for emerging security challenges, particularly in border areas, as well as tackling issues like immigration, urban policing, and cybercrime. Shah called for a zero-tolerance approach to security threats, urging law enforcement agencies to adopt proactive measures and ensure that India is ready to face any challenges in the future.

Collaborating To Address National Security Challenges: The ongoing conference provides a vital platform for police leaders across the country to collaborate and share strategies on tackling emerging national security threats. The next two days of the conference will see discussions and strategic planning sessions on various issues, including Left-Wing Extremism, coastal security, narcotics, cybercrime, and economic security. The conference also focuses on reviewing the progress of the new criminal laws and adopting best practices in policing. By working together, the nation’s police leadership aims to formulate a comprehensive roadmap for addressing both current and future security challenges.

Kashmir Horizon View: Both Lieutenant Governor Manoj Sinha and Union Home Minister Amit Shah have reinforced their commitment to combating militancy, improving internal security, and ensuring the long-term prosperity of Jammu and Kashmir.
